Gov’t releases action plan on Capital development

VGP - The Government has recently issued an action plan to implement the Politburo’s Resolution 15-NQ/TW on development orientations of Ha Noi until 2030, with a vision to 2045.

Top tasks

The Government tasks the capital city's authorities to continue creating consensus among public officials and citizens in realizing Resolution No.15.

The plan stresses the need for Ha Noi to maintain a sustainable and rapid economic growth, along with understanding the economic restructuring and a review of the growth model for better utilization of the resources it owns.

Along with economic development, Ha Noi should strive for a strong growth in the cultural industry, and continue to retain its position as an important center of education, science-technology, and healthcare.

The action plan also underlines the importance of guaranteeing social welfare and raising the standard of living of the population.  

Another priority for Ha Noi is to improve the quality of the planning, with emphasis on investment in infrastructure in tandem with promoting the efficiency in urban management and environmental protection.

In the long term, Ha Noi is responsible for further finalizing the legal framework to meet its development needs in the new phase.

Key goals by 2030

Under the action plan, Ha Noi remains the growth engine of the Red River Delta, the key economic zone in the north and the country.

By 2030, Ha Noi will be among highly competitive cities in the region and the world, with a level of development in line with other peers in developed Asian countries.

The average annual GRDP growth rate from 2021 to 2025 is expected to reach 7.5 - 8.0 percent, and around 8.0 - 8.5 percent per year from 2026 to 2030. This would result in a GRDP per capita of US$8,300 -8,500 by 2025, and US$12,000-13,000 by the end of this decade.

The processing and manufacturing industries' share in GDP should be 17 percent by 2025 and 20 percent by 2030, while that of the digital economy will account for 30 percent by 2025 and 40 percent by 2030.

The city will raise the share of high-tech agricultural production in the total value of the farming industry to 70 percent in 2025 and 80 percent in 2030; average labor productivity is expected to increase by 7.0-7.5 percent in 2025 and 7.5 percent in 2030.

In addition, the urbanization rate is set to reach 60-62 percent by 2025 and 75 percent by 2030, along with the treatment rate of urban waste at 50-55 percent by 2025 and 100 percent by 2030.

Vision by 2045

By 2045, Ha Noi is expected to become a globally-connected city with a high standard of living and quality of life. The GRDP per capita is projected to increase to US$36,000, with a comprehensive and balanced development of the economy, culture, and society.

Ha Noi is expected to have a similar development level as the capitals of developed countries in the region and the world./.
