Gov’t establishes National Council for Science, Technology, Innovation
VGP - Prime Minister Pham Minh Chinh has decided to establish National Council for Science, Technology and Innovation.
Prime Minister Pham Minh Chinh is Chairman of the National Council.
Deputy Prime Minister Tran Luu Quang is permanent Vice Chairman. The Minister of Science and Technology serves as Vice Chairman.
The Ministry of Science and Technogy is the permanent body of the National Council.
Members of the National Council are the Minister of Planning and Investment, the Minister of Finance, leaders of the Ministry of Home Affairs, the Ministry of Education and Training, the Ministry of Information and Communications, the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, the Ministry of Public Security, the Ministry of National Defense, the Office of the Government, the Ministry of Science and Technology.
Other members include the President of Viet Nam Academy of Science and Technology, the Chairman of the Ha Noi municipal People’s Committee, the Chairman of Ho Chi Minh City municipal People’s Committee, the Chairman of Da Nang municipal People’s Committee, the Presidents of the Viet Nam National University – Ha Noi and Viet Nam National University - Ho Chi Minh City.
The council takes prime responsibility for assisting the Prime Minister in studying, directing and coordinating the handling of important issues in designing and organizing the implementation of policies, strategies, mechanisms to bolster the development of science, technology and innovation.
It is responsible for promoting coordination between ministries, ministerial-level agencies, People’s Committees of provinces and cities during the process, contributing to the nation’s socio-economic growth, security-defense and international integration.
Main motivation for competitiveness
In the National Development Plan for the 2021-2030 period, with a vision to 2045, the Party and State place high expectations on the fundamental role of science, technology and innovation, considering this a "Breakthrough Strategy" and the "main motivation" to create breakthroughs in productivity, quality, efficiency and economy's competitiveness.
The Government issued Decision No. 569/QD-TTg, dated May 11,2022 approving a strategy for scientific-technological development and innovation until 2030.
By 2030, Viet Nam will have between 40 and 50 science and technology organizations to be ranked among the top regional and global ones, according to the strategy.
Investment in science and technology will account for 1.5-2 percent of GDP, with total national expenditures for scientific research and technological development accounting for 1-1.2 percent of GDP, while social contributions to scientific research and technological development will account for 65-70 percent of the total social investment.
For 10,000 people, there will be 12, mostly in the enterprise sector, engaged in scientific research and technological development.
The number of enterprises satisfying criteria for being treated as science and technology enterprises will be doubled the present figure, and up to 40 percent of total enterprises will be engaged in innovation activities./.
