Gov’t accelerates efforts to eradicate substandard housing by late October
VGP - Prime Minister Pham Minh Chinh has directed ministries, agencies, and local authorities to eliminate all temporary and dilapidated housing nationwide by October 31, 2025, two months ahead of the previous deadline.

Speaking at the 4th meeting of the Central Steering Committee for the Elimination of Temporary and Dilapidated Housing on May 11, the Prime Minister — who also heads the committee — assessed the program's progress and outlined key tasks ahead.
He emphasized that the program must be a collective, nationwide effort, calling for the diversification of resources and active mobilization of local forces to accelerate implementation.
"Determination must be unwavering, promises must be fulfilled, and the people must be the true beneficiaries," Pham stated. He stressed that localities are accountable for ensuring their data on substandard housing is accurate, complete, and correctly targeted, and for mobilizing sufficient resources to meet the goal.
Since its launch on October 4, 2024, the national program has supported the elimination of nearly 209,000 substandard houses. Over 111,000 new homes have been completed and handed over to beneficiaries, while an additional 98,000 remain under construction.
As of May 7, 15 provinces and cities — including Ha Noi, Hai Phong, Ho Chi Minh City, and Quang Ninh — had successfully completed their efforts to eradicate substandard housing. Sixteen others are expected to follow suit by the end of June. The rest of 26 localities are resolved to fulfill the goal from July to October, 2025.
Despite the progress, more than 61,800 houses still need to be built. These include approximately 24,800 homes for people with meritorious services to the revolution and 10,000 for other vulnerable groups.
Out of the total VND3.46 trillion required for the program, VND3.14 trillion has already been secured from ministries, agencies, banks, and corporations. Additionally, the Viet Nam Fatherland Front's "For the Poor" fund has raised VND84.44 billion, of which VND13.74 billion has been used to construct or repair 240 homes, leaving nearly VND92 billion available for future support.
The government's goal reflects its broader commitment to social equity and sustainable development, ensuring that all citizens have access to safe and secure housing./.
