Government sets forth top tasks to materialize 2025 socio-economic development goals

VGP - The Government promulgated Resolution No. 86/NQ-CP dated November 4, 2025, specifying major tasks and solutions to ensure the best possible achievement of this year’s socio-economic development targets.

Under the Resolution, the Government requests that ministers, heads of agencies, and chairpersons of provincial and municipal People's Committees must enhance their sense of responsibility, promote solidarity, and effectively implement the resolutions and directions adopted by the Party, National Assembly, Government, and Prime Minister.

The Government urges 11 ministries and agencies to mobilize resources and promptly finalize 23 projects slated for submission to the Party Central Committee, the Politburo, and the Secretariat in 2025, together with eight reports to be presented at the 10th session of the National Assembly. Relevant bodies are also required to finalize and submit 234 projects and key tasks planned for November and December.

Ministries need to work closely with National Assembly agencies and relevent bodies to finalize draft laws and resolutions for consideration and approval at the Legislature's 10th session; issue 132 legal documents guiding the implementation of the newly-adopted laws. 

Ministries are instructed to evaluate the impacts of natural disasters and adjust growth scenarios to secure GDP growth of at least 8 percent in 2025 and 10 percent in 2026. Fiscal and monetary policies must be harmonized to control inflation, maintain macroeconomic stability, and promote production, key industries, and emerging growth drivers. 

The Government targets to increase budget revenue by 25 percent and ensure full disbursement of public investment this year, and conclude negotiations on free trade agreements with Mercosur and the Gulf Cooperation Council by the end of 2025.

The Ministry of Construction and the Government Office will report on preparations for the inauguration of major projects on December 19, in celebration of the upcoming 14th National Party Congress. Ministries and localities are urged to accelerate key national projects such as the Lao Cai–Ha Noi–Hai Phong railway, the North–South high-speed railway, Gia Binh Airport, and projects serving APEC 2027.

The Ministry of Health is required to complete and put into operation the second facilities of Bach Mai and Viet Duc hospitals. 

The Ministry of Education and Training will supervise the simultaneous groundbreaking of 88 new schools in border areas in November.

The Ministry of Culture, Sports and Tourism will roll out new initiatives to boost tourism, targeting 22–25 million foreign arrivals in 2025. 

Social housing projects will also be expedited to meet the annual target of 100,000 units.

Ministries and localities must improve forecasting, enhance disaster preparedness, and effectively carry out the national plan to combat illegal, unreported, and unregulated (IUU) fishing, with the goal of having the EU's "yellow card" lifted next year.

The Government also called for strict compliance with Politburo and National Assembly conclusions in addressing long-delayed and inefficient projects within 2025, including Dung Quat Shipbuilding, Tisco 2, Quy Xa Iron Ore and Lao Cai Steel Complex, and Phuong Nam Pulp Mill.

The Ministry of Public Security will implement measures to make 20 percent of communes and wards drug-free, while ministries and localities are urged to strengthen efforts to combat smuggling and trade fraud ahead of the 2026 Lunar New Year.

Administrative reform continues to be a top priority, with ministries and localities directed to cut administrative processing time, compliance costs, and business conditions by at least 30 percent in 2025, and to fully integrate online public services into the National Public Service Portal.

Ministries are also tasked with formulating policies to implement new resolutions on private sector development, land management, business ethics, and legal support for small and medium-sized enterprises. Preparations are underway for the 11th National Patriotic Emulation Congress and the 14th National Party Congress.

Ministers and heads of agencies are required to report weekly to the Prime Minister on progress and emerging challenge.

Viet Nam's economy size expanded from US$346 billion in 2020 to US$510 billion in 2025, rising five places to rank 32nd globally. Per capita GDP in 2025 is estimated at US$5,000, 1.4 times higher than that in 2020, placing Viet Nam among the upper middle-income countries./.
