Xi welcomed Le's ongoing visit to China as the Special Envoy of General Secretary To Lam, warmly congratulating on the success of the 14^th National Congress of the Communist Party of Viet Nam (CPV) and comrade To Lam upon his re-election as the top Party leader.

Xi spoke highly of the outcomes of his phone conversation with General Secretary To Lam following the 14^th National Party Congress, expressing his belief that the Vietnamese people, under the leadership of the CPV Central Committee headed by General Secretary To Lam, would successfully realize the Resolution adopted at the 14^th National Party Congress, successfully build socialism, and achieve the two centenary goals.
