Xi welcomed Le's ongoing visit to China as the Special Envoy of General Secretary To Lam, warmly congratulating on the success of the 14th National Congress of the Communist Party of Viet Nam (CPV) and comrade To Lam upon his re-election as the top Party leader.

Xi spoke highly of the outcomes of his phone conversation with General Secretary To Lam following the 14th National Party Congress, expressing his belief that the Vietnamese people, under the leadership of the CPV Central Committee headed by General Secretary To Lam, would successfully realize the Resolution adopted at the 14th National Party Congress, successfully build socialism, and achieve the two centenary goals.

Le conveyed General Secretary To Lam's greetings and thank-you letter to General Secretary and President Xi, briefing Xi about the major outcomes of the 14th National Party Congress, including the adoption of the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, multilateralization and diversification of external relations.

He reassured the consistent policy of the Party and State of Viet Nam and General Secretary To Lam of attaching and giving priority to advancing cooperation with China, standing ready to work with China in the new development phase through enhancing high-level strategic exchanges to consolidate the foundations of the Viet Nam-China relationship.

In response, Xi affirmed his readiness to maintain regular strategic exchanges with General Secretary To Lam, calling on both sides to further improve the quality and effectiveness of cooperation across fields./.
