It was financed by the Global Environment Facility (GEF) through the United Nations Industrial Development Organization (UNIDO).

The project will be carried out by the Ministry of Agriculture and Environment through the Institute of Strategy and Policy on Agriculture and Environment within 48 months (during 2025–2028) nationwide, with key activities taking place in Ha Noi, Ho Chi Minh City, and Da Nang.

The project not only focuses on supporting enterprises in developing and commercializing clean technology solutions, but also strengthen the policy framework, enhance ecosystem connectivity, and promote the sharing of knowledge and experience among regulatory authorities, experts, research institutes, and the business community.

The project's priority sectors include energy, waste, materials, and agriculture. It also prioritizes support for women, youth, and groups at risk of being left behind.

According to a 2022 World Bank report, building resilience and reducing greenhouse gas emissions in Viet Nam through 2040 will require a very large amount of capital, estimated at around US$368 billion.

As of 2025, statistics showed that outstanding green credit remains limited, accounting for only 4.3 percent of total outstanding loans./.
