First-ever Law on Artificial Intelligence approved
VGP - The legislators on Wednesday approved the Law on Artificial Intelligence (AI), making Viet Nam one of the few countries with a comprehensive legal framework on AI.

The law, scheduled to take effect from March 1, 2026, consists of 35 articles. It aims to ensure a balance between risk control and the promotion of innovation, in line with international practices and support Viet Nam in proactively integrating with new technological standards.
The law identifies humans as the center, stipulating that AI must serve humans, not replace them, and that human oversight is required in important decision-making processes.
It lays the foundation for AI autonomy, from computing infrastructure to data and research capacity, helping Viet Nam build a strong AI workforce capable of international competition.
The State will invest in building a national AI computing center and a controlled open-data system, which are expected to reduce computing costs, remove market entry barriers, and foster a more competitive and transparent AI ecosystem.
The law regulates AI development, such as establishing the national AI development fund, implementing an AI Voucher mechanism to support businesses in adopting AI, and setting up a controlled experimental sandbox for sensitive AI solutions.
These are important tools that help reduce risks, lower testing costs, and enable technology enterprises, especially high-tech startups, to experiment sensitive AI applications in an environment where certain legal liabilities are waived.
The law also addresses emerging issues such as AI-generated content, algorithmic ethics, and the responsibilities of cross-border AI service platforms, thereby paving the way for Viet Nam to integrate more deeply with international standards while maintaining digital sovereignty./.
