The above finding was highlighted in the report "Viet Nam's AI Economy 2025", jointly released by the National Innovation Center (NIC) under the Ministry of Finance, the Japan International Cooperation Agency (JICA), and the Boston Consulting Group (BCG).

This is the first document to provide a comprehensive overview of the AI economy in Viet Nam. It outlines the potential, trends, and development directions for AI, shares international experiences and lessons for AI advancement, analyzes opportunities in key economic sectors, and proposes foundational pillars for developing Viet Nam's AI economy.

In recent years, AI has become one of the main drivers of digital transformation and economic development worldwide, including in Viet Nam. The advancement of AI not only enhances the competitiveness of the economy but also opens up numerous opportunities for innovation across all sectors of production, services, and social governance.

According to experts, the Southeast Asian nation is entering a particularly crucial phase of transformation amid the rapid advancement of the Industrial Revolution 4.0. Breakthroughs in strategic technologies such as AI, semiconductors, biotechnology, renewable energy, and big data are reshaping global value chains and transforming the structure of economies.

To fully harness the potential of AI, Viet Nam has laid a solid foundation for development and identified AI as a national strategic pillar by 2030. Numerous practical policies are being implemented to support the development of human resources, AI startups, and research and development activities. At the same time, AI is being increasingly adopted across the private sector.

The government has prioritized the research, application and development of new technologies, particularly AI and semiconductors.

Viet Nam has issued a national strategy on AI research, development, and applications by 2030, aiming to accelerate these efforts and make AI a vital technological field in the Industrial Revolution 4.0.

This strategy contributes to economic and social development while positioning Viet Nam as a prominent AI research, development and application hub both regionally and globally.

Viet Nam-market with a high level of AI adoption

According to statistics from BCG, in 2024, Viet Nam ranked second among Southeast Asian countries in terms of the number of startups and investment capital focused on AI, reflecting the growing interest in AI adoption.

A Google report noted that given wide-spread and adequate AI adoption, Vietnamese businesses could generate an additional US$79.3 billion by 2030, the equivalent of around 12 percent of the Southeast Asian country's entire economy.

The Microsoft Work Trend Index 2025, which measurs confidence in integrating AI agents into the workforce as digital team members over the next 12 to 18 months, showed that 82 percent of global business leaders expressed above-average confidence.

In Viet Nam, this figure reached 95 percent, matching Indonesia and surpassing the results in the U.S. (82 percent), China (85 percent), and France (71 percent).

These results indicate a clear strategic shift, with 91 percent of Vietnamese business leaders viewing this year as a pivotal moment to reassess their organizational strategies and operations.

They are also considering the addition of specialized AI roles, ranging from AI agent trainers to AI workforce managers—a rate significantly higher than the global average of 78 percent./.
