Deputy Transport Minister Nguyen Nhat was quoted as saying that Vietstar Airlines has a charter capital of VND 800 billion (US$40 million) and will provide transport services for passengers and cargo.

In the first phase (about five years), the airline will exploit a fleet of three Boeing 737/Airbus 320.

As of Q1, 2016, Viet Nam has seven domestic airlines, including Vietnam Airlines, Jetstar Pacific Airlines, Vasco and Viet Jet Air, Bluesky Air JS, Hai Au Maritime Trade and Services Joint Stock Company, and Hanh Tinh Xanh Trading and Services Joint Stock Company.

The Civil Aviation Authority of Viet Nam reported that as of December 31, 2015, the number of aircraft with Vietnamese nationality touched 131 of which Vietnam Airlines owned the largest fleet with 86 aircraft; followed by Vietjet with 25; and Jetstar Pacific with 11./.
