VN determines to renew foreign languages training and learning

VGP – The overall target of Plan “Foreign languages Teaching and Learning for Vietnamese Citizenship 2008-2020”, recently ratified by PM Nguyễn Tấn Dũng, is that by the year 2020, the majority of Vietnamese youths, especially those graduating from tertiary educational establishments, can use foreign languages (FL) fluently so as to serve the country’s cause of industrialization and modernization.

Standard language labs will be built at all schools

Under the plan, it is necessary to  map out a common framework of foreign language qualifications with six levels equivalent to international FL ones.

A new curriculum for compulsory language learning will be drafted and applied. Accordingly, students at the primary education level are required to obtain A1 (breakthrough) level in the Common European Framework issued by the European Association for Language Testing and Assessment; the junior secondary education A2 (waystage); and the senior secondary one B1 (threshold).

The second FLs will be taught at the secondary educational level (from the 6th to 12th grades). Some of senior secondary schools are allowed to teach mathematics and some other subjects in FL.

For tertiary education, students of the language training establishments must attain Levels B2 (vantage) or C1 (effective operational proficiency), applied for colleges and universities respectively. They must also study anther FL in the same training course.

Meanwhile, students at the non-language training establishments must attain Level B1.

To realize the target, the training and recruitment of qualified teachers are the first priority. FL teachers are encouraged to improve their skills and obtain international certificates through international courses at home and abroad.

Vietnamese training establishments are free to cooperate with international partners in FL teaching. Highly-qualified volunteer teachers from the United Kingdom, France, Russia and China are highly welcomed.

Another important solution is to upgrade facilities and equipment for FL teaching and learning.
