Viet Nam approves plan to Implement UN Human Rights Committee recommendations
VGP - The Government has adopted a plan to implement recommendations of the UN Human Rights Committee (HRC) on Viet Nam’s fourth periodic report on the implementation of the International Covenant on Civil and Political Rights (ICCPR).

The United Nations Human Rights Committee (HRC) convenes a meeting in Geneva, Switzerland, on July 7–8 to review Viet Nam’s fourth periodic report on the implementation of the International Covenant on Civil and Political Rights (ICCPR).
The plan aims to build and develop programs to promote the implementation of gender equality and responses to gender-based violence; eliminate stereotypes and discrimination against women and other vulnerable groups (with particular attention to persons with disabilities, children, ethnic minorities, and lesbian, gay, bisexual, transgender and intersex (LGBTI) persons).
The plan also targets to effectively implement relevant national strategies and plans related to the protection of civil and political rights, including the National Climate Change Strategy with a vision to 2050; the National Strategy on the Prevention and Control of Corruption and Negative Practices to 2030; the National Target Program for Socio-economic Development in Ethnic Minority and Mountainous Areas for the 2021–2030 period; the National Target Program on Drug Prevention and Control to 2030; and the National Strategy on Research, Development and Application of Artificial Intelligence to 2030, among others.
It looks to improve settlement of complaints and denunciations; improve the effective implementation of civil and political rights in criminal proceedings and the enforcement of criminal judgments; promote and enhance activities supporting the protection of civil and political rights; strengthen and enhance inspection, examination, supervision, data collection, and statistical analysis, including disaggregation of data by criteria such as gender, ethnicity, religion, and others, regarding the implementation of civil and political rights.
Ministries, sectors and localities are responsible for drafting plans to implement the decision before March 1, 2026 and send them to the Ministry of Justice (MoJ).
The MoJ takes the prime responsibility for making a three-year review and five-year comprehensive review of the implementation of this Decision in order to continue providing recommendations on effective measures for the implementation of the ICCPR and to serve the preparation of the next national report.
The HRC gathered in Geneva, Switzerland, on July 7-8 to review Viet Nam's fourth periodic report on the implementation of the International Covenant on Civil and Political Rights (ICCPR).
Since joining the ICCPR on September 24, 1982, Viet Nam has achieved substantial progress in safeguarding and advancing human and civil rights. Viet Nam was re-elected to UN Human Rights Council for 2026–2028 term with 180 votes in favor, the highest in the Asia-Pacific group on October 14./.
