Top 10 achievements of Viet Nam in 2025

VGP – Political system overhaul, introduction of seven key development pillars, remarkable infrastructure development were among Viet Nam's top achievements in 2025.

In 2025, although challenges outweighed opportunities and favourable conditions, and many urgent and complex issues emerged beyond forecasts, Viet Nam achieved important and comprehensive results.

The country maintained a positive trajectory in which each year performed better than the previous one, and this term outpaced prior terms in most fields. 

Viet Nam continued to drive reforms, accelerate rapid and sustainable growth, promote inclusive and comprehensive development, and build strong momentum as the nation enters a new era. 

Public trust in the Party and the State was further strengthened, with citizens ready to advance toward a resilient, prosperous, and powerful Viet Nam, where people enjoy improving livelihoods and rising happiness and prosperity.

1. Promulgation of seven key Resolutions

The Politburo issued seven breakthrough resolutions figuring out key pillars to lay a solid foundation for the country to confidently enter the new era of the nation's rise, including:

(1) Breakthrough development in science, technology, innovation, and national digital transformation (Resolution No. 57-NQ/TW dated December 22, 2024);

(2) International integration (Resolution No. 59-NQ/TW dated January 24, 2025); 

(3) Reform of law-making and enforcement to meet national development requirements in the new era (Resolution No. 66-NQ/TW dated April 30, 2025);

(4) Development of the private sector (Resolution No. 68-NQ/TW dated May 4, 2025); 

(5) Ensuring national energy security to 2030 with a vision to 2045 (Resolution No. 70-NQ/TW dated August 20, 2025); 

(6) Breakthrough development in education and training (Resolution No. 71-NQ/TW dated August 22, 2025); and

 (7) Breakthrough solutions to strengthen public health protection, care, and improvement (Resolution No. 72-NQ/TW dated September 9, 2025).

2. Revolutionary political system overhaul   

Viet Nam has completed the massive restructuring of the political system to improve the efficiency of the political system, save budget for development investment.

After restructuring, the Government apparatus comprises 14 ministries and three ministerial-level agencies (a reduction of five ministries and ministerial-level bodies, and three Government-attached agencies). 

All 13 general departments and equivalents were abolished; 519 department-level units were cut (down 77.6 percent); 219 bureau-level units were reduced (down 54.1 percent); 3,303 sub-department units were removed (down 91.7 percent); and 203 public service units were dissolved (down 38 percent).

The two-tier local governance model now includes 34 provinces and cities (29 fewer provincial-level units) and 3,321 communes, wards, and special administrative zones (6,714 fewer commune-level units, a reduction of nearly 66.9 percent).

The civil service headcount in the state administrative sector was reduced by 145,000 positions, while annual recurrent expenditure was cut by approximately VND 39 trillion (US$1.53 billion). 

Local governments under the new model progressively stabilised operations, shifting from administrative management to proactive public service delivery and development enablement.

Notably, for the first time, all provincial Party Secretaries and Chairs of the People's Committees are appointed from outside their home localities, marking a historic step in strengthening governance neutrality and development-driven leadership.

3. Organization of Party congresses at all levels towards 14th National Congress of the Communist Party of Viet Nam

The draft Political Report to be submitted to the 14th National Party Congress emphasises the goal of "Strategic Autonomy," reflecting a forward-looking vision in which Viet Nam proactively shapes, leads, and enables national development in a volatile and unpredictable world.

For the first time, the draft report integrates the Political Report, the Socio-Economic Development Report, and the Party-Building Review Report into a single unified document.

Following feedback from Party organisations and members, the draft and other key documents received nearly 14 million additional comments submitted both online and offline via the VNeID platform.

The 14th National Party Congress is scheduled to take place in Ha Noi from January 19-25, 2026.

4. GDP growth may accelerate to around 8 percent

In 2025 and throughout the 2021–2025 period, external "headwinds" impacted Viet Nam's highly open economy in multiple and intense ways, yet the economy demonstrated resilience and sufficient capacity to withstand external shocks. 

The year 2025 was an extremely special one as it features strong global volatility, escalating geopolitical conflicts, and widespread supply chain disruptions. Viet Nam, however, sustained a growth rate that ranked among the highest globally. The country maintained macro-economic stability, controlled inflation below 3.5 percent, and ensured major economic balances. Viet Nam achieved and exceeded all 15 socio-economic targets set for the year. 

While many countries struggled against recession, Viet Nam's economy made a remarkable breakthrough, with full-year GDP growth estimated at 8 percent, the highest in many years, establishing a foundation for potential double-digit growth in the years ahead.

The size of the economy expanded from US$346 billion in 2020 to US$510 billion in 2025, moving Viet Nam up five places to rank 32nd in the world. GDP per capita in 2025 was estimated at around US$5,000, 1.4 times that of 2020, officially placing the country in the upper-middle-income group. 

Total import–export turnover was estimated at more than US$920 billion, positioning Viet Nam among the top 15 trading countries and affirming its role as a key link in global supply chains. 

In 2025, institutional and land bottlenecks were addressed for 5,203 projects; of these, 3,289 projects covering 70,000 hectares with total registered investment of VND 1.67 quadrillion (approximately US$70 billion) were put into operation, unlocking vast development resources.

The country also officially established International Financial Center in Ho Chi Minh City and Da Nang, and the Viet Nam stock market was upgraded from emerging market to secondary market status. 

 The national infrastructure system achieved spectacular breakthroughs. The three strategic breakthroughs were implemented with strong resolve, opening new development space and building forward momentum.

5. Remarkable progress in infrastructure development

In 2025, Viet Nam launched and inaugurated 564 national priority infrastructure projects with total investment of more than VND 5.14 quadrillion, of which private capital accounted for over VND 3.8 quadrillion and played the dominant role. Nearly 140 major national projects were completed and put into operation. 

Key milestones included the inauguration and technical opening of almost 3,200 km of the main North–South Expressway, 325 km of interchanges and feeder roads, and more than 1,700 km of coastal highways. 

Viet Nam also welcomed the first technical flight at Long Thanh International Airport, opened the National Exhibition and Fair Center, activated strategic energy infrastructure projects, and placed into service major seaport and hospital developments.

The country also broke ground on visionary future projects such as Gia Bình Airport and Hon Khoai deep-sea port, underscoring Viet Nam's ambition to elevate national connectivity, unlock development resources, and lay foundations for a powerful new growth era.

6. Science and technology development, innovation, and digital transformation 

Digital infrastructure made a major leap forward in capacity, technology, and quality. The digital economy grew at unprecedented speed, with e-commerce expanding by an average of 20 percent per year. 

The Government accelerated digital governance, shifting public services from reactive delivery to proactive, data-driven support for citizens and businesses. 

The rate of fully digital, end-to-end online applications reached 36.8 percent, while the E-Government Development Index ranked Viet Nam 71st out of 193 economies in 2024, up 15 places compared to 2020. 

Viet Nam also ranked 44th out of 139 countries and territories in the 2025 Global Innovation Index. 

Project 06 delivered fundamental improvements in public service delivery, while the National Innovation Centre and the National Data Centre became fully operational and generated meaningful socio-economic impact. 

The inauguration of the Kim Long Motor automotive engine manufacturing plant in Hue—recognised as one of the world's most advanced engine production facilities—marked a strategic turning point, confirming that Viet Nam has entered a phase of mastering core mechanical and manufacturing technologies, moving beyond assembly toward ownership of higher-value industrial technology chains. 

Cultural and entertainment industries also continued strong expansion, producing influential creative products and hosting world-class international cultural events, meeting the growing demand for public cultural enrichment.

7. Remarkable diplomacy outcomes  

Strategic external engagements by General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man created defining diplomatic milestones. 

In 2025 alone, Viet Nam upgraded relations to Comprehensive Strategic Partnerships with five countries (New Zealand, Indonesia, Singapore, Thailand, and the United Kingdom), Strategic Partnerships with nine countries (the Czech Republic, Switzerland, Poland, Kazakhstan, Azerbaijan, Belarus, Bulgaria, Finland, Kuwait, and Algeria), and established one additional Comprehensive Partnership with Egypt. 

For the first time, Viet Nam maintained partnerships at the strategic level or higher with all five Permanent Members of the United Nations Security Council, all G7 countries, and 18 out of 21 G20 members. 

Viet Nam continued to earn global recognition as a successful development model and a constructive advocate for multilateralism, and successfully hosted major summits including the 2nd ASEAN Future Forum (April 2025), the 4th P4G Summit (April 2025), and the UN Convention on Cybercrime Signing Ceremony (October 2025).

8. Celebration of major historical milestones

Viet Nam celebrated the 50th Anniversary of Southern Liberation and National Reunification (A50) on April 30 and the 80th Anniversary of the National Day (A80) on September 2, generating strong nationwide unity and reigniting patriotism and national pride. 

The success of A50 and A80 demonstrated absolute safety, strong coordination, and high governance capacity, while creating deep international resonance with participation from many foreign delegations and traditional friends of Viet Nam.

Images of massive crowds filling the streets with red flags and national emblems affirmed the solidarity and unity of the Vietnamese people, providing powerful spiritual momentum and national confidence for a new development era. 

Under the direction of the Politburo and General Secretary To Lam, a budget of nearly VND 11 trillion was allocated for National Day public welfare gifts for all citizens, along with VND 400,000 grants for people with meritorious service to the revolution, social protection beneficiaries, and orphaned children during the 14th National Party Congress and the Lunar New Year.

9. Eliminate temporary and dilapidated housing, home reconstruction for disaster-affected communities

Viet Nam completed the core goal of eradicating temporary and dilapidated homes five years and four months ahead of schedule, rebuilding and upgrading more than 334,000 houses. 

The country also delivered over 102,000 social housing units in 2025, ensuring improved living stability and advancing the principle of "Settled homes, thriving livelihoods." 

Additionally, Viet Nam commenced construction of 100 inter-level boarding schools in border communes. 

10. Viet Nam responds swiftly and decisively to unprecedented natural disasters 

The East Sea recorded 21 storms and tropical depressions in 2025 (15 storms and 6 tropical depressions), the highest number since data collection began in 1961. 

Natural disasters left 409 dead and missing, 727 injuries, and cost Viet Nam more than VND 97 trillion (approximately US$3.2 billion). 

The Party and State leaders conducted field inspections in disaster zones, issuing urgent dispatches to prioritise human safety, rapid relief, infrastructure recovery, and restoration of production and business activities. 

Thanks to maximum mobilisation of national resources, public solidarity, deployment of the military and security forces, youth volunteer engagement, strong civic self-reliance, and corporate participation, disaster impacts were contained at the lowest possible level, enabling communities to gradually regain stability and resume economic activity./.
