Top Vietnamese and Chinese legislators hold talks

Chairman Tran warmly welcomed Chairman Zhao on his official visit to Viet Nam and attend a ceremony marking the 80th anniversary of the August Revolution and National Day (September 2), as well as co-chair the inaugural session of the Viet Nam–China National Assembly Cooperation Committee.

Tran emphasized that the visit holds great significance, coinciding with the "Viet Nam–China Year of People-to-People Exchanges" and the 75th anniversary of diplomatic relations between the two countries. 

He affirmed that the visit would contribute meaningfully to deepening the comprehensive ties between the two Parties, nations, and legislative bodies.

The top Vietnamese legislator also congratulated China on its remarkable achievements in recent years and expressed his belief that under the leadership of the Communist Party of China, with General Secretary and President Xi Jinping at its core, China would successfully realize its "Second Centenary Goal" of building a modern, prosperous, democratic, culturally advanced, harmonious, and beautiful socialist nation. He reiterated that Viet Nam consistently treasures and prioritizes its relationship with China.

For his part, Zhao extended congratulations to the Vietnamese Party, State, and people on their historic accomplishments over the past 80 years. He noted that as friendly neighbors, Viet Nam and China stood side by side in their struggles for independence and national liberation, and have since continued to support and learn from each other in the process of socialist development — forging a deep bond of brotherhood.

Both sides commended the positive momentum in bilateral relations in recent years, highlighting the increasingly important role of inter-parliamentary cooperation. Welcoming the first session of the bilateral cooperation committee, the two leaders agreed to effectively implement high-level common understandings, enhance political trust, maintain frequent exchanges at all levels, and promote more substantive and practical cooperation between the two legislatures.

They also pledged to work together in building legal frameworks and policy mechanisms that facilitate exchanges and cooperation between their respective governments, business communities, and peoples.

Tran proposed that parliamentary cooperation should be elevated as a central pillar of the Viet Nam–China relationship, reflecting the growing mutual political trust between the two sides. He emphasized the need for effective implementation of the cooperation agreement between the two legislatures, including regular meetings of the cooperation committee every two years on a rotational basis, increased exchange of delegations at all levels—especially between National Assembly deputies and local People's Councils—and mutual support at global and regional inter-parliamentary forums.

He also called for enhanced exchanges and sharing of legislative experience to strengthen the Party's leadership methods, build a socialist rule-of-law state, and refine policy and development mechanisms in strategic sectors.

Tran further urged the Chinese National People's Congress to give due attention and support to bilateral cooperation in key areas such as railway connectivity, trade facilitation, local investment partnerships, and more robust oversight of the implementation of signed agreements. He also encouraged NPC deputies to play a proactive role in promoting people-to-people exchanges, thereby helping to reinforce the social foundation of the bilateral relationship.

Zhao, for his part, welcomed Tran's proposals, affirming China's readiness to work with Viet Nam to implement the shared visions outlined by the top leaders of the two Parties and to advance bilateral ties in accordance with the "six major directions" for cooperation.

In this spirit, he stated that China is willing to enhance political trust and maintain high-level exchanges; foster mutual learning on Party building and state governance; promote the quality and efficiency of practical cooperation—including aligning the Belt and Road Initiative with Viet Nam's "Two Corridors, One Belt" strategy, and working together on the construction of three standard-gauge railway lines linking the two countries. Additionally, he highlighted the importance of expanding people-to-people and local-to-local exchanges to reinforce the social foundation for ties, and strengthening coordination at multilateral inter-parliamentary mechanisms.

The two sides also exchanged views on maritime issues, reaffirming their commitment to implementing high-level common understandings, managing differences at sea in a constructive manner, and maintaining a peaceful, stable environment.

Following their talks, the two top legislators co-chaired the inaugural session of the cooperation committee between the Vietnamese National Assembly and the Chinese National People's Congress. Both sides underscored the importance of this first meeting, held under the newly established inter-parliamentary cooperation framework, as a vivid testament to the close, effective, and politically reliable ties between the two legislative bodies.

They agreed that the cooperation committee represents an essential mechanism for exchanging legislative experience and exploring future cooperation orientations to support and promote the broader Viet Nam–China relationship. The meeting also featured in-depth discussions on legislative and oversight issues of shared concern, such as national security, and on strengthening cooperation in key areas including the economy, trade, science, and technology./.
