Top leader clarifies Viet Nam's policy towards neighboring countries, major powers

The top Vietnamese leader made the above statement while addressing the national conference in Ha Noi on Thursday to disseminate and implement the Politburo's Resolution N. 06-NQ/TW, dated May 19, 2026, on carrying out the foreign policy adopted at the 14th National Party Congress, the top leader described it as one of the Politburo's strategic resolutions.

From that perspective, Viet Nam will enhance political trust, strategic connectivity in terms of infrastructure, energy, logistics, culture, science and technology among others, with the neighboring countries.

Viet Nam will also coordinate closely with the neighboring countries to appropriately handle border, water security, space security issues, non-traditional security challenges; well control divergences, and handle disputes through peaceful means.

In addition, Viet Nam will strive to consolidate ASEAN's solidarity, unity and central role while proactively putting forward initiatives to promote ASEAN cooperation.

Viet Nam will actively and proactively shape, maintain, and advance relations with major powers in the world in a balanced, harmonious, and mutually-beneficial manner through strengthening strategic trust, fruitfully implementing the existing cooperation frameworks, giving priority to such areas as economy, trade, science, technology, defense and security.

Given the current volatile world, General Secretary and President To Lam underscored the need to improve the country's strategic governance capacity, particularly the quality of forecasting and advisory work; deepen defense-security industry cooperation.

To Lam also called on the diplomatic sector to put in place a strategic and consistent vision to help the country realize its goal of becoming a high-income, developed country by 2045.

Viet Nam needs to make positive contributions to the protection of the global order based on international law and the United Nations Charter; participate in efforts to reform the global political and economic governance system in a fairer and more equal manner.
