Addressing the event, the top Vietnamese leader stressed that talented individuals are the nation’s special strategic resources. He said that talent recruitment and development must align with the country’s overall development strategy, and focus on sectors, programs, and works that shape the country’s autonomy, competitiveness, rapid and sustainable development.

Talented individuals must be detected and evaluated primarily through personal qualities, real capabilities, innovative mindset, specific achievements, professional prestige, and values of contributions, said To Lam.

He called for removing barriers in appointing talented individuals to managerial posts while adopting incentive policies commensurate with the capabilities and achievements of talented people.

To Lam also called for mulling over the issuance of "Viet Nam talent visas" and formulating competitive mechanisms to attract global talents./.
