Top five Party and State leaders in Viet Nam

Under the decision, the top leaders of the Party and State of Viet Nam shall include General Secretary of the Communist Party of Viet Nam Central Committee, State President, Prime Minister, Chairman of the National Assembly, and Standing member of the Secretariat, marking a major shift to Five Pillars from previously Four Pillars.

High-level leaders of the Party, State and Viet Nam Fatherland Front shall include Chairman of the Central Inspection Commission, Heads of Central Party Organs; Chairman of the Party Central Committee's Office, Director of the Ho Chi Minh Academy of Politics, members of the Politburo, members of the Secretariat, President of the Viet Nam Fatherland Front Central Committee, Vice State President, Deputy Prime Ministers, Vice Chairmen of the National Assembly, Chief Justice of the Supreme People's Court, Prosecutor General of the Supreme People's Procuray of Viet Nam,

The Politburo shall manage tier-1 and tier-2 positions as follows:

Tier-1 positions: Members of the Party Central Committee, Vice Chairpersons of the Central Inspection Commission, Vice Chairpersons of Central Party Organs, Vice Chairpersons of the Party Central Committee's Office (who are members of the Party Central Committee), members of the National Assembly Standing Committee, and Auditor General of the State Audit Office of Viet Nam.

They also include Ministers and heads of ministerial-level agencies, Chairman of the Presidential Office, Vice President-Secretary General of the Central Committee of the Viet Nam Fatherland Front, Vice Presidents of the Viet Nam Fatherland Front Central Committee cum heads of central socio-political organizations, Editor in chief of the Nhan Dan Newspaper, Editor in chief of the Communist Review; Secretary of Provincial/Municipal Party Committee, Vice Secretaries of Ha Noi Municipal Party Committee and Ho Chi Minh City Municipal Party Committee (who are members of the Party Central Committee); Chairpersons of the Ha Noi Municipal People's Council and People's Committee, Chairpersons of the Ho Chi Minh City Municipal People's Council and People's Committee.

Tier-2 positions: Vice Chairpersons of the Central Inspection Commission (who are not members of the Party Centra Committee); President of the Viet Nam Academy of Social Sciences and the Viet Nam Academy of Science and Technology, Director General of the Viet Nam News Agency, Director of the Voice of Viet Nam, and Director of the Viet Nam Television.
