THE GOVERNMENT’S REGULAR MEETING – APRIL 2021
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the delegates and the conclusion of the Prime Minister at the Government’s regular meeting in May 2021, held on June 3, 2021,
1. COVID-19 prevention and control in May 2021
In May, the Government, the Government Standing Committee, the Prime Minister, and the National Steering Committee for COVID-19 Prevention and Control focused on directing, directly inspecting, handling, and organizing the implementation of many drastic, necessary, and appropriate measures to strengthen disease prevention and control. The Deputy Prime Ministers were assigned to held direct responsibility for overseeing COVID-19 prevention and control in epidemic hotspots, so that the implementation of socio-economic development tasks in localities would not be affected. With the drastic commitment of the whole political system, the active engagement of the business community and the people, in general, Viet Nam has managed to bring the situation under control and begin to push back the pandemic in key areas, especially in Bac Giang, Bac Ninh, Ha Noi and Ho Chi Minh City. The Government commended and highly appreciated the frontline forces including health, army, and police forces, all levels, and branches, especially localities experiencing COVID-19 outbreaks, who hold a high sense of responsibility, resolutely and actively made high efforts, focusing on disease prevention and control and stabilizing people's lives. The Government also welcomed and recognized compatriots at home and abroad who joined hands, united, and supported the Party and the State in the fight against the COVID-19 pandemic.
The Government and the Prime Minister requested all levels and branches, especially the frontline forces, and localities to uphold the spirit of "fighting the pandemic like fighting an enemy"; harmoniously, reasonably, and effectively orchestrate disease prevention and combat; combining initiative and breakthrough attacks with fundamental, strategic, permanent, long-term, and decisive defense strategy; taking comprehensive, all-out, fast, strong and effective attacks in outbreak areas with greater determination, superior efforts, and drastic action, to protect people's health and lives; taking people as the subject and the center of all actions, and ensuring the stability and development of enterprises as the most important task at this time. Strictly implement the motto "5K vaccine" and promote the comprehensive application of technology. Vaccine is viewed as the decisive factor, as such the vaccine strategy must be deployed quickly and effectively.
Ministries, branches and localities were requested to continue strictly implementing the directions of the Politburo, the Secretariat, the Party General Secretary, the President, the Party Central Committee’s Secretariat, the Government, the Prime Minister, and the National Steering Committee for COVID-19 Prevention and Control to quickly prevent, repel and thoroughly stamp out the pandemic; effectively implementing the "dual goal" of pandemic containment and socio-economic recovery and development, and ensuring social security and people's lives.
- Agreed to apply a specific allowance at the rate of 7,500 VND/dose (maximum 150,000 VND/person/day) for medical staff who directly inject COVID-19 vaccine in the Free Immunization Program in public health facilities.
- Agreed to apply cost norms for students at medical universities, colleges, intermediate training schools, and people with medical expertise volunteering in COVID-19 prevention and control and not entitled to a budget salary, as follows:
Per diem for pandemic prevention: 300,000 VND/person/day for people performing the tasks specified in Clause 1, Article 2 of Resolution No. 16/NQ-CP dated February 8, 2021; 200,000 VND/person/day for people performing the tasks specified in Clause 2, Article 2 of Resolution No. 16/NQ-CP.
Support for meals and living expenses during volunteer period: 120,000 VND/person/day, including 80,000 VND for meals (according to the cost norms specified in Clause 5, Article 2 of Resolution No. 16/NQ-CP) and 40,000 VND for living expenses (according to the cost norms specified at Point b, Clause 5, Article 1 of Resolution No. 16/NQ-CP).
Number of days eligible for financial support will be calculated based on the actual number of days he or she participates in pandemic prevention as assigned by competent authorities, including holidays, public holidays, and Tet.
Application period: From January 1, 2021
Funding sources: from the central budget reserve.
- Based on the requirements of pandemic prevention and control, the Ministry of Health shall review and decide to add subjects prioritized for vaccination according to the provisions of Point i, Clause 1, Article 2 of Resolution No. 21/NQ-CP dated 26 February 2021 of the Government on the purchase and use of vaccines against Covid-19.
- People, who had to pay the cost of SARS-CoV-2 screening tests at concentrated medical quarantine facilities as prescribed in Resolution No. 16/NQ-CP dated February 8, 2021, and Resolution No. 48/NQ-CP dated May 6, 2021, of the Government, shall continue to monitor their health at home. After the mandatory quarantine period had ended, they have to pay cost of SARS-CoV-2 screening tested according to related regulations of epidemic prevention and control.
- Prices for voluntary COVID-19 vaccination services must comply with the Government's Resolution No. 21/NQ-CP dated February 26, 2021, on the purchase and use of vaccines against COVID-19 and Decree No. 104/2016/ND-CP dated July 1, 2016, of the Government on vaccination activities.
The Government called on organizations, agencies, units, business community and the whole people to actively contribute to the COVID-19 Vaccine Fund; together join hand and mobilize all resources to successfully implement the vaccine strategy, contributing to defeat the COVID-19 pandemic.
2. Socio-economic situation in May and the first 5 months of 2021; the implementation of the Government's Resolution No. 01/NQ-CP; key tasks and solutions in the coming time
a) The Government unanimously assessed that: In the context of COVID-19 resurgence with complicated situation in some localities, thanks to the outstanding efforts of all levels, branches, the business community, and people nationwide, the socio-economic situation in May and the first 5 months of 2021 continued to record positive results. Macroeconomic conditions were relatively stable. Inflation was under control. The average consumer price index (CPI) in 5 months increased by 1.29% over the same period last year. Major balances of the economy were secured. The monetary market, credit, exchange, and interest rates were stable; credit growth reached 4.67%. State budget revenue reached nearly 50% of the year estimate, up 15.2% over the same period. Index of industrial production (IIP) in 5 months was estimated to grow by 9.9%, of which that of the processing and manufacturing sector rose by 12.6%. Agricultural production witnessed stable and robust development. Total import and export turnover in 5 months was estimated at over US$262 billion, up 33.5%. Foreign investment capital inflows reached US$14 billion. The total number of newly registered enterprises in 5 months reached a record of 55.8 thousand of the past 5 years. Viet Nam was the only country in the world that were simultaneously upgraded with positive outlook by the world’s three prestigious credit rating agencies.
The fields of culture, society and environment continued to receive due attention. Social security was guaranteed. National defense, security, social order, and safety were maintained. The development of the national database on population and production and the issuance of citizen identity cards were implemented quickly. Foreign affairs and international integration continued to be promoted.
In particular, the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term was a complete success. National security, safety and requirements for COVID-19 prevention and control were meticulously safeguarded. The great national unity bloc was consolidated, contributing to strengthening the cohesion of the Party's and the people's will.
However, the COVID-19 pandemic continued to seriously affect people's lives, production, and business, especially services industries, tourism, supply chains, and small and medium enterprises. Disbursement of public investment capital remained slow and unsatisfactory. Trade deficit reappeared due to the sharp increase in import demand for domestic production. On the other hand, downstream operations were seriously affected by the COVID-19 pandemic. Some agricultural products were in harvesting season and were stuck locally. Their consumption was relatively difficult, especially in areas with outbreaks. The price of raw materials, fuel and input materials increased sharply, especially construction materials, affecting input costs of other manufacturing industries and the implementation progress of public investment projects. Foreign direct investment attraction recovered slowly. Capital contribution for share purchase decreased by over 50%, which indicated signs of diminishing attractiveness among foreign investors. Production and business of enterprises in many fields faced difficulties. The number of enterprises withdrawing from the market stood at a high record. Various risks resided in the stock and real estate markets. The number of employees who lost their jobs, stopped working, and took leave increased. The life of a part of the people continued to be difficult, especially workers in industrial parks, business households, and individual traders in localities that were directly affected by the Covid-19 pandemic.
b) The Government requested ministers, heads of ministerial-level agencies, agencies attached to the Government, Chairpersons of provincial and municipal People's Committees to focus on directing the continued synchronous, decisive, and effective implementation of tasks and solutions stated in resolutions and conclusions of the Party, the National Assembly, the Government, and direction of the Prime Minister. Attention must be paid to the following main issues:
- Fully aware that the country's socio-economic situation shall continue with many difficulties and challenges; yet try to avoid being pessimistic, hesitating, panic, losing courage. Instead, it was requested to view difficulties and challenges as a motivation for continued efforts, affirmation, growth, and development. Leadership and administration shall require firm follow-up with the situation, strong attachment to reality, and capability of formulating righteous, appropriate, timely, drastic, and effective tasks and solutions.
- Expeditiously organize the effective implementation of the Action Program to implement the Resolution of the 13th Party Congress issued together with the Government's Resolution No. 50/NQ-CP dated May 20, 2021. At the same time, promulgate and implement programs and action plans of each ministry, branch, and locality. Heads of ministries, branches and localities must hold responsibility, directly take charge of and direct institutional and regulatory development to remove difficulties and obstacles related to institutions, mechanisms and policies; directly hold responsibility for directing, inspecting and reviewing the disbursement progress of public investment capital for each project, promptly removing difficulties and obstacles, especially those related to administrative procedures and site clearance; resolutely transfer capital plans from inefficient and slow disbursed projects to projects with good and effective disbursement progress and in need of additional capital to speed up their completion and put them into use as soon as possible; resolutely fight against negativity, corruption and group interests in public investment; eliminate the “ask-give” mechanism in public investment, which were the cause of projects’ delay, inefficiency, and poor performance; proactively and effectively support businesses of all economic sectors, cooperatives and business households facing difficulties due to the COVID-19 pandemic according to their competence.
- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, branches, and localities in expeditiously developing a scheme to promote economic growth in the context of the pandemic, reviewing and updating growth scenarios, and report to the Government in June 2021. The Ministry of Planning and Investment was requested to focus on ensuring macro-economic balances; propose to establish an inter-ministerial working group to inspect, urge and remove difficulties and obstacles in public investment, focusing on projects using ODA and concessional loans from foreign donors; submit a plan on organization of a national conference on public investment in June 2021 to accelerate disbursement of public investment capital; and ensure progress, quality and fight against corruption, waste, negativity, and group interests. At the same time, the Ministry was requested to formulate strong solutions to promote and attract foreign investment; accelerate the implementation of the Program to support the digital transformation of Vietnamese enterprises for the 2021 - 2025 period. The Ministry of Planning and Investment shall lead and coordinate with the Ministry of Labor – Invalids and Social Affairs and other related agencies to review the implementation of Resolution No. 42/NQ-CP dated April 9, 2020, on measures to support people facing difficulties due to the COVID-19 pandemic, and report to the Prime Minister before June 20, 2021.
- The Ministry of Finance and the State Bank of Viet Nam, according to their assigned functions and tasks, shall continue to closely coordinate and implement flexibly, prudently, appropriately, harmoniously and reasonably fiscal and monetary policies, ensure to consistently implement the goals of macro-economic stabilization, inflation control, production and business support, and promotion of economic growth; tighten financial and state-budgetary discipline and order, thoroughly save regular expenses, prioritize resources for epidemic prevention and control and other important, urgent and unexpected tasks.
- The State Bank of Viet Nam shall direct credit institutions to minimize costs and continue to reduce lending interest rates to contribute to solving difficulties for businesses; and at the same time ensuring the safety of credit and banking activities. It was requested to promote restructuring associated with bad debt settlement at credit institutions; as soon as possible formulate a plan to handle weak commercial banks; urgently develop and submit to competent authorities a project to restructure the system of credit institutions and address bad debts in the 2021-2025 period.
- The Ministry of Finance and the Ministry of Industry and Trade shall study, review and prepare appropriate plans on import tax and trade remedies for a number of goods and materials with sharp price increases; clearly identify causes and forecast price trends in the coming time to propose appropriate policies and solutions; strengthen inspection and examination, resolutely handle acts of speculation and price manipulation, especially for commodities with strong price fluctuations in domestic and international markets.
- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with other ministries, branches, and localities in formulating appropriate solutions to ensure and maintain production and business activities in pandemic context, especially in industrial parks and localities with COVID-19 outbreaks, so as not to create interruptions in domestic and global supply chains and ensure the supply and demand of essential goods and services. They were requested to focus on guiding and immediately implementing the support mechanism to reduce electricity prices and extend electricity bills for electricity users in the spirit of Resolution No. 55/NQ-CP dated June 2, 2021, of the Government. The Ministry Industry and Trade shall assume the prime responsibility for, and coordinate with other concerned ministries and agencies in expeditiously developing a scheme on promoting exports and harmonizing the trade balance.
- The Ministries of Finance, Transport, and Industry and Trade shall direct the review and maximum reduction of transportation, storage, and other logistics costs; strengthen inspection of rising freight rates, ensure their compliance with regulations on listing and publicizing freight rates, contributing to supporting production and business, import-export enterprises, and improving the competitiveness of Vietnamese goods.
- The Ministry of Construction, the Ministry of Planning and Investment and other related ministries and branches shall study and propose amendments to regulations on investment and development of housing for workers, including relevant provisions in Decree No. 82 /2018/ND-CP, and report to the Prime Minister before June 30, 2021.
- The Ministry of Labor - Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with other concerned ministries and branches in, urgently proposing the Government to promulgate policies to support workers and employers facing difficulties due to the COVID-19 pandemic.
- The Ministry of Agriculture and Rural Development shall closely monitor weather and natural hazards to proactively direct production and respond promptly and effectively to disasters, avoid passiveness and unpreparedness, and minimize damages. The Ministry was requested to formulate synchronous and effective solutions to prevent and control diseases in livestock and plants; work closely with the Ministry of Industry and Trade and localities to support people in getting market access for agricultural products in harvesting season, especially in outbreak areas; strengthen the preservation and processing of agricultural products; negotiate to expand export markets and boost consumption in the domestic market. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and relevant agencies in urgently completing the Project on ensuring water source security and safety of dams and reservoirs in the 2021-2030 period with a vision to 2045 and report it to the Government for submission to the National Assembly according to regulations.
- The Ministry of Transport shall assume the prime responsibility for, and coordinate with the Ministry of Health, agencies and localities to quickly guide pandemic prevention and control in transport activities, especially the transportation of workers between residences and production establishments production or industrial zones; consider and propose policies and solutions to support passenger transport businesses facing difficulties due to the Covid-19 pandemic, support enterprises to transport agricultural products to border gates and between regions in the domestic market. and report to the Prime Minister before June 15, 2021.
- The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with relevant agencies and localities in, expeditiously reviewing and detecting difficulties and obstacles in production and business under its management, especially travel services, accommodation, culture, sports, entertainment..., propose timely and effective support solutions, report to the Prime Minister before June 15, 2021; urgently review, amend and supplement regulations on deposit for travel business in Decree No. 168/2017/ND-CP.
- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with other ministries, branches and localities in reviewing the implementation of the 2013 Law on Land and developing a draft (revised) Law on Land, ensuring drafting progress and quality; formulate a national land use plan for the 2021 - 2030 period, with a vision to 2050 and a 5-year land use plan for the 2021 - 2025 period, and report to the Government before submitting it to the National Assembly at the end of 2021. The Ministry was requested to fulfill its tasks of weather and natural disaster warning and forecasting to effectively serve the prevention and control of natural disasters, storms, and floods. It was requested to establish an inter-ministerial inspection team on the management and use of land and minerals as construction materials in some localities to handle difficulties and problems proactively and promptly, especially in the compensation and site clearance of investment projects, or report and propose recommendations to solve problems beyond its competence.
- The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with agencies and localities in guiding and properly preparing for the 2021 national high school graduation exams, ensuring their safety and adaptation to the pandemic situation; guiding localities to take appropriate measures to organize summer activities, prevent accidents and drownings in children; researching and developing a project to develop high-quality human resources serving high-tech development, especially the resources of engineers and practicing engineers... in the fields of science, information technology, digital transformation, biotechnology, etc. to participate in the production of high-tech products, provision of high-tech services, and engagement in high-tech research and development activities.
- The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with other ministries, agencies, and localities in continuing to strengthen the application of technology transfer and innovation, contributing to increasing productivity, quality, efficiency, and competitiveness of the economy. The Ministry was assigned to develop a plan to perform its task in protecting intellectual property rights for people and businesses.
- The Government Inspectorate was requested to urgently develop a Regulation promulgating coordination mechanisms between assets and income control agencies in order to ensure the comprehensive enforcement of the Law on Anti-corruption; coordinate with ministries, branches and localities to strengthen citizen reception, promptly settle complaints, denunciations, recommendations, and reflections of people and businesses at the local and grassroots levels, and not to give rise to “hot spots”; and focus on definitively settling crowded, complicated and prolonged complaints and denunciations.
- The Ministry of National Defense and the Ministry of Public Security shall, according to their assigned functions and tasks, strengthen the control of people’s and means’ entry and exit through border gates, especially at trails and crossings in border areas; closely coordinate with the health sector and localities to focus on implementing measures to prevent and stamp out the COVID-19 pandemic; proactively detect and strictly handle violations in accordance with regulation, focus on crime prevention, including cybercrime and frauds in finance; closely coordinate to ensure security and safety for the national high school graduation exams in 2021; and strengthen security, social order and safety.
- The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with relevant agencies in, proactively and actively implementing diplomatic activities; promote the implementation of the results of the Asia Future Conference and the Partnering for Green Growth and the Global Goals (P4G); urge the implementation of agreements between our country's senior leaders and leaders of other countries; consolidate and strengthen relations with other countries; promote mobilization of countries and partners to support access to vaccine sources and transfer of vaccine production technology to Viet Nam. The Ministry of Foreign Affairs was asked to improve its performance in protecting citizens, protecting assets and economic interests abroad.
- The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with other ministries, agencies, and localities in, expeditiously formulating and submitting to the Prime Minister to promulgate a Directive to promote the development of e-Government and digital transformation. Accordingly, the Ministry of Information and Communications was requested to submit to the Prime Minister to issue an e-Government Development Strategy towards the digital government by 2025, with a vision to 2030, while ensuring a safe and and healthy cyberspace. It was requested to continue to promote information and communication on COVID-19 prevention and control and socio-economic development to foster people’s knowledge, discussion, understanding, and actions, as well as inspiring and giving positive energy to the people.
- Ministries, branches, and localities were requested to promote administrative reform, especially reforms of administrative procedures and regimes of civil services, to reduce costs for people and businesses; urgently integrate and provide online public services on the National Public Service Portal; digitally process documents and organize virtual meetings and work in the complicated development of the Covid-19 pandemic. It was requested to focus on reviewing and improving institutions, decentralization, and assignment of powers between the Government and ministries and/or branches, and between the Government, ministries, branches, and local authorities to ensure alignment, synchronization, and interconnection of state management activities, and to promote leadership responsibilities. Ministries, branches, and localities were demanded to continue to promote organizational restructuring and employee downsizing, especially the review of functions and tasks, organizational arrangement within ministries and branches in association with streamlining and reducing the number of focal points and intermediaries, downsizing, restructuring, and improving civil servants’ and public employees’ quality. It was requested to step up the arrangement of administrative units at district and commune levels, as well as public non-business units, while ensuring their simplified, effective, and efficient operation. All regulations and compliance costs related to business activities must be complied fully and accurately and updated into the business regulation database. The plan to reform regulations related to business activities submitted to the Prime Minister must ensure the pragmatism, efficiency, synchronization, comprehensiveness, and accomplishment of the objectives set by the Government.
c) Some recommendations and proposals:
- The Government agreed with the proposal of the Ministry of Finance in Document No. 103/TTr-BTC dated June 2, 2021 on:
Cut at least 50% of the remaining funding for conferences, domestic and foreign missions of ministries, central agencies and localities (except for important and urgent activities and serving pandemic prevention and control of Ministries of National Defense, Public Security, Health, other national diplomatic activities of the Ministry of Foreign Affairs) and save another 10% of recurrent expenditures in 2021 to supplement resources for COVID-19 prevention and control, increase investment in development and accomplishment of necessary security and defense tasks. The Ministry of Finance was requested to develop a specific report to the Prime Minister before June 20, 2021.
Report to the National Assembly to allow the recovery of regular funds assigned to ministries, central and local agencies, but as of June 30, 2021 had not been allocated or had been allocated but not yet been implemented (estimates had not been approved, and bidding procedures had not been organized) and the regular funds that are not really necessary to supplement the reserve sources of the central and local budgets for Covid-19 prevention and control and serving the national Covid-19 vaccination strategy.
Regarding recurrent expenditures for target programs that had been included in the state budget estimates in 2021 (out of VND 12.5 trillion allocated for national target programs and other target programs), the Ministry of Finance and the Ministry of Planning and Investment were assigned to review for integration into the National Target Programs. The remaining shall be cut down, respectively.
- The Government agreed with the proposal of the Ministry of Planning and Investment in Document 3332/TTr-BKHDT dated June 2, 2021 to postpone reporting to the competent authorities to recover to the central budget the remaining investment capital plans for 2021 of ministries, central and local agencies that had not been allocated in detail due to the fact that 2021 plan was implemented while the medium-term public investment plan for the 2021-2025 period had not been finalized by the National Assembly. Ministries, central agencies, and localities were requested to make detailed allocation of the capital plan for 2021 as soon as the Prime Minister assigned the medium-term public investment plan for the 2021-2025 period as prescribed.
- The Government agreed with the proposal of the Ministry of Information and Communications to withdraw the task of building a public investment program on e-Government development towards the digital government in the 2021 - 2025 period. The Ministry of Information and Communications shall hold responsibility for the withdrawal, while at the same time ensuring the goal of e-Government development towards the digital government in the 2021-2025 period.
3. The medium-term public investment plan 2021 - 2025
In principle, the Government agreed with the Assessment Report on implementation results of the medium-term public investment plan for the 2016-2020 period and the proposed medium-term public investment plan for the 2021-2025 period. The Ministry of Planning and Investment was assigned to collect comments of the Government members, finalize the Report, urgently coordinate with other ministries, agencies and localities to continue reviewing and reducing the total number of projects to less than 5,000 to ensure focus and efficiency of investment, resolutely overcome the situation of scattering, fragmented, prolonged and alienated investment; consult with relevant agencies of the Party and the National Assembly, collect comments, explain and report to the Party Committee of the Government and the Prime Minister for consideration and decision-making before reporting to the Politburo, the Party Central Committee. The Minister of Planning and Investment was authorized by the Prime Minister, to act on behalf of the Government to sign the report and submit it to the Standing Committee of the National Assembly and the National Assembly, ensuring reporting quality and progress according to regulations.
4. Assessment Report on the implementation of the socio-economic development plan in the first 6 months of 2021 and solutions in the last 6 months of the year
The Government agreed with contents of the Report as proposed by the Ministry of Planning and Investment. The Ministry was assigned to collect all opinions at the meeting, continue to review and update data, assess the situation and context in June 2021 and the last months of the year, and identify solutions and/or key measures to complete the Report. On that basis, the Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to sign the Report, submit it to the National Assembly and the Standing Committee of the National Assembly, and ensuring reporting quality and progress according to regulations.
5. Assessment Report on the implementation of the State Budget in the first 6 months of 2021 and solutions in the last 6 months of the year
The Government agreed with contents of the Report as proposed by the Ministry of Finance. The Ministry was assigned to collect all opinions at the meeting, continue to review and update data, assess the situation and context in June 2021 and the last months of the year, and identify key solutions to complete the Report. On that basis, the Minister of Finance was authorized by the Prime Minister, to sign the report on behalf of the Government and submit it to the National Assembly and the Standing Committee of the National Assembly, ensuring reporting quality and progress according to regulations.
6. Scheme on expressway construction in the 2021 - 2025 period, and orientation to 2030
The Government agreed with contents of the Scheme on expressway construction in the 2021 - 2025 period, and orientation to 2030. The Government viewed this as an important strategic breakthrough to successfully implement the goals and tasks proposed in the Resolution of the 13th National Party Congress. It was requested to pay special attention to prioritizing allocating capital for projects in the Mekong Delta region, projects connecting the Central Highlands with the South-Central region, belt projects in Ha Noi Capital and Ho Chi Minh City, as well as projects in Northern Midlands and Mountainous Provinces. Project implementation time must be cut down further to put the projects into operation as soon as possible and promote their efficiency. The Ministry of Transport was assigned to collect all opinions of the Government members, complete the Scheme to submit to the Politburo to obtain implementation policies before submitting it to the National Assembly at the first session of the 15th National Assembly.
7. Implementation organization
- The Government requested ministries, agencies, and localities to implement this Resolution urgently, seriously, and effectively according to their assigned functions and tasks and the actual situation; regularly inspect and evaluate the implementation progress and results; promptly report and propose to the Government and the Prime Minister on new problems arising beyond their competence.
- The Government Office shall monitor, urge, review and report to the Government and Prime Minister the implementation results of this Resolution./.
