Ten ministries ordered to immediately fix legal obstacles relating to business activities

These ministries are: Planning and Investment, Finance, Industry and Trade, Natural Resources and Environment, Construction, Transport, Agriculture and Rural Development, Information and Communications, Justice, and Home Affairs.

Earlier, the Government chief had tasked Secretaries of provincial/municipal Party Committees and Chairpersons of provincial/municipal People’s Committees to name barriers and shortcomings in the existing legal documents.

These legal barriers and shortcomings, as reported by localities, relate to 79 laws, three resolutions adopted by the National Assembly, 188 Government’s Decrees, 20 Prime Minister’s Decisions, and 135 circulars of 21 ministries and ministerial-level agencies.

Of the aforesaid legal documents, there are provisions in 29 laws subject to State management of 10 ministries that must be immediately amended and supplemented, according to the Government Office.

PM Pham urged the 10 ministers to exert highest effort to clear legal bottlenecks as recommended by the Government Office.

Specifically, these ministries must step up progress of amending and supplementing overlapping and conflicting regulations in such domains like investment, planning, management of public assets, state budget, tax, fees and construction, and send to the Ministry of Justice for synthesis. The ministry shall have to report to the Government prior to August 30, 2021 before submitting to the National Assembly’s second working session scheduled to take place in next October.

For other legal barriers and shortcomings raised by localities, Pham ordered these ministries to continue reviewing and propose amendments and supplementation, then send to the Ministry of Justice for synthesis and report to the Government before October 15, 2021./.
