Under the decision, ministries and agencies must submit detailed implementation plans by June 30, 2026, while the Ministry of Science and Technology will supervise progress and evaluate implementation outcomes.

In the agriculture and environment sector, the Ministry of Agriculture and Rural Development will lead programs to develop next-generation crop varieties and livestock breeds using gene and biotechnology. The ministry will also focus on mastering advanced veterinary vaccines, agricultural biological products, and building a national agricultural traceability system.

The Ministry of Industry and Trade was tasked with modernizing the national power system through green and smart fuel technologies to strengthen energy security. Other priorities include upgrading industrial value chains to boost domestic manufacturing capacity and advancing smart logistics and data-driven trade systems.

In healthcare and biotechnology, the Ministry of Health will spearhead the development of next-generation human vaccines, cell therapies for chronic and difficult-to-treat diseases, and personalized medicine technologies, including 3D-printed medical devices.

The Ministry of Construction will develop technologies for high-speed railway construction, while the Ministry of Education and Training will establish a national education platform integrating controlled artificial intelligence applications.

The Ministry of Public Security was assigned to develop a secure domestic cloud computing platform to support digital transformation and strengthen cybersecurity protections for national digital infrastructure.

Among advanced technology projects, the Ministry of Science and Technology will lead efforts to develop self-reliant artificial intelligence capabilities and next-generation 5G infrastructure. Meanwhile, the Ministry of National Defense and the Ministry of Public Security will jointly research unmanned aerial vehicle management and countermeasure systems.

The Viet Nam Academy of Science and Technology will oversee the development of Earth observation satellite clusters, while the State Bank of Viet Nam will apply artificial intelligence to banking supervision and financial risk management.

Earlier the Prime Minister issued Decision No. 21/2026/QD-TTg promulgating the list of strategic technologies and strategic technology products, set to take effect from July 1, 2026.
