Target program on vocational education, employment and workplace safety

VGP – The PM has approved a target program on vocational education, employment and workplace safety for 2016-2020, seeking to support 600 small- and medium-sized enterprises (SMEs) to effectively apply the management system of workplace safety and hygiene.

The program, which costs VND14.024 trillion (US$617.05 million), features three subprojects, including “Reforming and enhancing the quality of vocational education”, “Developing the labor and employment market”, and “Strengthen workplace safety and hygiene”.

It aims to support the development of vocational education; promote the development of the labor market; improve the quality of labor supply-demand connection; and generate jobs, boost exports and strengthen workplace safety and hygiene, in service of national construction and international economic integration.

Also, the program seeks to facilitate sustainable jobs in association with increasing productivity, improving the working conditions, raising income and preventing workplace accidents.

Specifically, by 2020, the program will support vocational schools to upgrade infrastructure and equipment in line with the PM’s Decision No. 761/QD-TTg dated May 23, 2014 approving the high-quality vocational school development project until 2020.

It also plans to provide high-level training on occupational skills, foreign languages and special professions for about 8,800 laborers, in order to send 6,200 of them to work overseas under contracts.

The program targets an average annual decrease of 5% in the frequency of fatal workplace accidents in some sectors and fields with high risks of workplace accidents. In addition, 600 SMEs will be supported to effectively apply the workplace safety and hygiene management system, thereby gradually meeting international standards on safety and hygiene at workplace (OHSAS 18001, SA 8000).
