The Standing Deputy Prime Minister affirmed that Viet Nam highly values its cooperation with AIIB and continues to engage with the bank as a trusted and responsible member and partner.
He hailed Zou's decision to choose Viet Nam as the first country to visit after being elected as AIIB President for the 2026–2031 term.
Pham expressed confidence that AIIB would continue to grow strongly and further affirm its role as a reliable multilateral institution specializing in infrastructure.
Viet Nam is implementing the Just Energy Transition Partnership (JETP) and possessing significant potential for offshore wind power, he said, adding that the Southeast Asian nation hopes to export electricity to Singapore, Malaysia, and other ASEAN member states.
AIIB could consider financing urban railway projects, international railway connectivity projects between Viet Nam and China, as well as the development of regional power transmission grids within ASEAN, suggested Pham.
Zou, for her part, appreciated the Vietnamese Government's support for the AIIB, emphasizing that Viet Nam is a founding member and plays an important role in the bank.
She reiterated AIIB's strong support for Viet Nam's development goals, particularly four priority areas including climate action and green energy; cross-border infrastructure connectivity such as railways, seaports, and logistics; digital infrastructure and high technology; and private sector.

The same day, Standing Deputy Prime Minister Pham Gia Tuc had a meeting with Zarubezhneft General-Director Sergey Kudryashov.
Pham welcomed Zarubezhneft's efforts and contributions to oil and gas exploration and exploitation cooperation in both Viet Nam and Russia.
He suggested that beyond oil and gas, Zarubezhneft should promote cooperation with Vietnamese partners in other areas of mutual strength, such as offshore wind power development, technology transfer, electricity and energy development, and rare earth exploitation./.
