Smart checkpoints to be deployed at Huu Nghi border gate to facilitate customs clearance
VGP - Smart checkpoints will be deployed at the Huu Nghi international border gate in a bid to facilitate customs clearance pace.
Deputy Prime Minister Le Thanh Long signed Decision 865/QD-TTg, dated August 17, 2024 approving a pilot project on building smart border checkpoints at a specialized freight transport routes through the areas of Border Markers No.1119 – 1120 and No.1088/2 – 1089 of the Huu Nghi (Viet Nam) – Youyi Guan (China) International Border Gate Pair.
The project aims to convert Lang Son province into one of the key centers of export, trade, service, tourism and border economy in the Association of Southeast Asian Nations (ASEAN), based on high technology applications, with a modern road transport system connecting to seaports and airports.
Specifically, the project targets to improve the customs clearance capability by two to three times by 2027 compared to the current level.
The number of vehicles carrying imported goods through the checkpoints is set to increase from 800 vehicles per day to 2,000-2,500 (at the area of Border Markers No.1119 – 1120). Meanwhile, the figure will increase from 400 vehicles per day to 800-1,200 in the area of Border Markers No.1088/2 – 1089.
By 2030, the customs clearance capacity at the two routes is projected to increase by 4-5 times compared to the current level, while the number of vehicles will jump to 3,000-3,500 a day and 2,000-2,500, respectively.
The total import-export turnover through the area of Border Markers No.1119 – 1120 is expected to reach approximately US$ 85 billion, and about US$ 25 billion for the area of Border Markers No.1088/2 – 1089.
The project is carried out in two phases from Q3 of 2024 to the end of Q3 of 2029, with the building of infrastructure from Q3, 2024 to the end of Q2, 2026, and a pilot service is expected to begin from Q3, 2026.
On May 27, three routes for freight transport and customs clearance at the international border gate pair of Huu Nghi (Viet Nam) – Youyi Guan (China) were opened. They included a specialized freight transport route through the area of border markers No.1088/2 – 1089, the Tan Thanh (Viet Nam) – Puzhai (China) entrance at the 1090 – 1091 border marker area, and the Coc Nam (Viet Nam) – Nongyao (China) entrance at the 1104 – 1105 border marker area.
Vehicles transporting goods via the international border gate are required to comply with international treaties from August 1, 2024. These treaties include the Road Transport Agreement between Viet Nam and China, Protocol to implement the Road Transport Agreement between Viet Nam and China, and international practices and provisions of Vietnamese law./.
