RESOLUTION
ON MAJOR TASKS AND SOLUTIONS TO IMPLEMENT THE SOCIO-ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET ESTIMATE IN 2025
GOVERNMENT
Pursuant to the Law on Organization of the Government dated February 18, 2025;
Pursuant to the Decree No. 39/2022/ND-CP dated June 18 2022 of the Government promulgating the Working Regulation of the Government;
Pursuant to the Resolution No. 244/2025/QH15 dated November 13, 2025 of the National Assembly approving the socio-economic development plan for 2026.
RESOLVES:
In 2025, despite numerous external difficulties and challenges coupled with complex and unprecedented natural disasters in our country, we employed an approach to actively, creatively, drastically, timely and effectively adapt to the situation, thereby gaining impressive and proud socio-economic development results, which were highly appreciated by the international community and consolidated the momentum for rapid, sustainable, inclusive and comprehensive development in the new era.
2026 marks the starting point for a new development phase as Viet Nam is set to organize the 14th National Party Congress, the elections of deputies to the 16th National Assembly and People's Councils at all level for the tenure 2026-2031. This is also the first year to implement the five-year socio-economic development plan for 2026-2030 period, with a goal to achieve double-digit GDP growth rate, in the context that the global landscape is forecast to continue to evolve complicatedly and unpredictably with potential risks while the country would face more difficulties and challenges, especially external ones.
I. VIEWPOINTS, KEY FOCUSES IN 2026
1. The Government requests authorities from central to local levels to focus on realizing the GDP growth goal of at least 10 percent in tandem with maintaining macro-economic stability, controlling inflation and ensuring major balances of the economy, promoting solidarity, innovation and creativity, daring to think, daring to do, confidence, self-reliance, strategic autonomy, pursuing high determination, great efforts, and drastic actions under the slogan: "Discipline and responsibility; proactiveness and effectiveness; innovation; accelerated breakthroughs; sustainable development", laying emphasis on the following major viewpoints and focuses:
Fully grasping and seriously implementing the Resolutions adopted by the Party and the National Assembly, especially the Resolution of the 14th National Party Congress.
2. Maintaining the momentum and accelerating breakthroughs, closely adhering to the realities, promptly detecting and utilizing all opportunities while timely addressing emerging issues.
3. Fundamentally innovating development mindset, governance and allocation of resources; fruitfully addressing short-term issues to create momentum for growth; carrying strategic and long-term reforms to transform the development model based on science, technology, innovation, and digital transformation as the key driver; advancing the development of economic sectors, effectively combining resources for development.
4. Tightening discipline, continuing to renew law-making mindset, speeding up the formulation and improvement of institutions for national development in association with decentralization and delegation of authority and powers; strengthening supervision and inspection to remove barriers and bottlenecks; strengthening the fight against corruption, wrongdoings, and waste.
5. Socio-economic development and environmental protection is the central task, Party building remains the vital task, cultural development serves as the foundation while ensuring national defense and security and accelerating diplomacy constitutes the vital and regular task.
II. MAJOR TASKS AND SOLUTIONS
1. Focusing on perfecting the legal framework, improving the effectiveness of law enforcement; reducing and streamlining administrative procedures, improving the business environment.
a) Timely institutionalizing the Resolutions, conclusions, and instructions of the Party Central Committee, the Politburo, the Secretariat, and the National Assembly. Ensuring the progress and quality of draft laws incorporated in the 2026 Law-making Program. Continuing to focus on removing institutional bottlenecks and shortcomings to free locked resources for development; strongly shifting from management to facilitating development; ensuring each task shall have one focal point, putting an end to responsibility evasion; completely ending the mindset "if you can't manage, ban it", strictly protecting the rights to assets and business freedom; absolutely not taking inspection, examination and investigation to harass people and businesses; ensuring the stability, consistency and predictability of policies, minimizing sudden changes and inconsistent enforcement. Drafting and submitting to the National Assembly for issuance of mechanisms and policies to realize the Politburo's Resolutions: 79-NQ/TW dated January 6, 2026 on State economy development, 80-NQ/TW dated January 7, 2026 on Vietnamese culture development. Effectively implementing the Resolution No. 66/2025/NQ-CP dated November 15, 2025 of the Government. Improving regulations on organizational structure, expanding decentralization and delegation of authority and powers; reviewing and streamlining administrative procedures, creating greater room for public servants to make decisions and take responsibility; cutting compliance times and costs for people and businesses.
Promoting the role of the Steering Committee for reviewing and addressing the legal bottlenecks; proactively proposing experimental policies and creating legal framework for new economic models based on science, technology and digital platforms, as well as mechanisms aimed at encouraging new tech, high tech, artificial intelligence, digital transformation, green growth, circular economy, data market, crypto currency projects and projects with high rate of localization; continuing the formulation of mechanisms and policies for the development of special economic zones in Van Don, Van Phong, and Phu Quoc, as well as free trade zones and international financial centers. Reviewing and evaluating the implementation of experimental mechanisms and policies being enforced in localities in order to figure out good ones for nationwide application. Improving legal framework in favor of safe, transparent, effective and sustainable development of markets. Continuing to further improve the business environment, striving to streamline 100 percent of unnecessary or overlapping or unclear investment conditions; abolishing 100 percent of investment conditions for business lines that shall not be conditional in line with the Law on Investment; reducing time required for processing administrative procedures by 50 percent, reducing compliance costs by 50 percent compared to 2024.
b) Enhancing the efficiency and effectiveness of law enforcement, focusing on proving instructions for law application. Completely overcoming the delays in promulgation of documents guiding the implementation of laws and resolutions. Strengthening the prevention and settlement of international investment disputes; providing legal assistance for small- and medium-sized enterprises, grassroots reconciliation, and law access.
2. Continuing to give priority to beefing up growth in association with maintaining macro-economic stability, taming inflation, and ensuring major balances of the economy, keeping public debt and budget overspending under safe limits; timely and effectively coping with global economic and trade fluctuations; accelerating and renewing traditional growth drivers (investment, consumption, export), while promoting new growth drivers.
a) Coordinating fiscal and monetary policies and other macro policies in an effective and flexible manner, avoiding overuse of administrative measures.
Interest rate and exchange rate shall be managed in line with the developments of marco-economic situation, inflation and monetary policy goals. Instructing credit organizations to ensure safe and effective credit growth, steering credit loans to priority areas and growth drivers; continuing the implementation of credit programs in accordance with the instructions of the Government and the Prime Minister; controlling credit flows to domains with potential risks.
Strengthening discipline in State financial-budget management, expanding revenue base, striving to increase budget revenues by at least 10 percent against 2025 and saving rate by five percent to raise funding for the Lao Cai-Ha Noi-Hai Phong railway project, issuing Government bonds to raise funding for several key projects and works, ensuring public debt safety and market liquidity.
Promoting the healthy development of key markets, especially the real estate market, corporate bond market, credit market, capital market, gold market and forex market to ensure smooth, transparent and safe operation of the markets; designing mechanisms and policies to further attract international investment funds. Closely monitoring the prices of goods on domestic and international markets to timely design response measures. Strictly abiding by regulations on price declaration, price posting, and disclosure of price information.
b) Developing domestic market, promoting tourism and trade promotion; organizing large-scaled exhibitions; adopting measures to ensure the balance of goods supply and demand as well as the rights of consumers. Effectively implementing the Project on development of domestic market in association with the campaign Vietnamese people prioritize Vietnamese goods; well organizing the Spring Expo in January 2026. Improving the quality of services and luring international arrivals.
c) Speeding up disbursement of public investment capital right from the beginning of the year, especially for key national projects and works and national target programs; enhancing public-private partnership. Total number of projects funded by public investment capital shall not exceed 3,000 projects (excluding projects in the national target programs and projects related to science, technology, innovation and digital transformation).
Building effective mechanisms to selectively attract foreign investment that aligns with technology transfer to improve domestic technology capabilities.
d) Accelerating trade promotion, diversifying markets and imports in combination with improving the quality of products, participating deeper in regional and international supply chains. Effectively utilizing the network of 17 signed free trade agreements, striving to achieve trade surplus. Effectively implementing the overall national plan for trade promotion for the 2026-2030 period; diversifying large-scaled trade promotion programs, striving to sign free trade agreements wiht Mercosur and the Gulf Cooperation Council and other partners. Providing support for enterprises to join trade promotion programs.
dd) Promoting and creating breakthroughs for new growth drivers, green economy, circular economy, and e-commerce, etc; effectively exploiting new development spaces, such as marine economy, blue ocean economy, underground economy, sharing economy, etc. Providing support for enterprises, co-operatives to apply artificial intelligence, digital transformation, green transition, save resources, and uphold the responsibility for sustainable development. Designing and implementing an overall plan for e-commerce development in mountainous and border areas for the 2027-2030 period. Effectively implementing the National Green Growth Strategy; designing and improving policies to encourage investments in green projects.
e) Timely adopting solutions to regulate and stabilize supply and demand of essential goods, firmly safeguarding food security and energy security in all situations.
g) Closely monitoring trade policies of major powers, timely putting forward appropriate responses; providing support for businesses and people to maintain self-reliant and sustainable production. Mulling over a national target program aimed at increasing the localization rate among industries. Speeding up import of input materials, high-tech products, equipment, devices and technologies for industries such as semiconductor, artificial intelligence, automation, machinery manufacturing, production of equipment and spare parts, and renewable energy. Implementing the Go Global Program, with a focus on market expansion, branding, distribution channels, logistics, insurance, legal assistance, merger, and connectivity with multinational corporations, etc.
3. Continuing to improve regulations on organization of administration system; strengthening decentralization and delegation of authority and powers, upholding the role of top leaders at all levels; further accelerating the prevention and control of corruption, wastefulness, wrongdoings, and interest groups; tightening discipline in association with monitoring, supervision, and control of power and resource allocation, improving the performance capacity of administrations.
a) Timely extricating difficulties and obstacles to ensure smooth operation of the administration system from central to grassroots levels; paying due attention to improving the quality and effectiveness of performance of the two-tier local administration system; decentralizing and delegating authority and powers to subordinate levels to the maximum extent, resource allocation must align with enhancing accountability and enforcement capacity, examination and supervision; promoting the application of science, technology, innovation and digital transformation, continuing to rearrange and streamline the apparatus to improve administration performance. Effectively utilizing public assets being underused. Completing and putting into use of a database on local administrations and administrative boundaries and synchronizing it into the National Data Center. Seriously implementing the Conclusion No. 226-KL/TW of the Secretariat on rectifying working practices and improving the performance of the political system, defining 2026 as the year to improve the quality of grassroots cadres, especially those working at communes and special zones. Designing solutions to improve the strategic advisory capacity for cadres and officials working at ministries and central agencies; effectively deploying mechanisms to attract high-quality workforce and policies for talented people. Improving mechanisms for evaluating the performance of cadres and civil servants based on KPIs, retaining competent officials.
b) Tightening administrative discipline, putting an end to responsibility evasion. Putting in place breakthrough mechanisms and policies to build a contingent of civil servants with sound political ideology, professional expertise, good moral quality, high sense of responsibility, and the courage to think and act; adopting mechanisms and policies to stimulate and protect civil servants who are willing to work for the common good.
c) Seriously and effectively implement the Regulation No. 131-QD/TW dated October 27, 2023, the Regulation No 189-QD/TW dated October 8, 2024 of the Politburo on power control and prevention and control of corruption and wrongdoings, the National Anti-corruption Strategy through 2030, and legal regulations on the implementation of inspection and examination conclusions.
Timely addressing complaints and denunciations on corruption, wastefulness and wrongdoings, increasing the rate of recovering cash and assets from corruption cases.
Focusing on the prevention and control of wastefulness; inspecting and strictly handling violations that lead to significant waste; speeding up communication on building a culture of saving and combatting waste.
d) Effectively organizing citizen reception and handling of complaints and denunciations. Timely handling cases in accordance with law and realities right from the grassroots levels. Focusing on completely settling prolonged and complicated cases.
4. Fundamentally transforming the growth model based on labor productivity and innovation; placing productivity, quality of human resources, science and technology, and innovation at the center of development strategies; restructuring the economy toward green, digital and circular manner, speeding up industrialization and modernization, with science and technology, innovation and digital transformation as the main driving forces, improving productivity, quality, effectiveness, competitiveness, self-reliance, resilience of the economy.
a) Restructuring production and service sectors
- For industries: Formulating a program for developing fundamental industries, spearhead industries, priority industries and strategic industries; projects on developing large-scale industrial complexes, railway industry, industries powered by nuclear, green and clean energy, aerospace, and quantum, etc.
Effectively implementing the strategy for semiconductor industry development. Fostering the development of supporting industry; enhancing the partnership between foreign-funded and domestic sectors; clarifying the content of the strategy "Make in Viet Nam".
Studying and developing green construction materials, energy-saving products, low-carbon products, and materials used for coastal and island construction works. Speeding up the approval of investment policies for large-scale industrial projects.
- For agriculture: Advancing rapid and sustainable development of agriculture and rural economy in association with new-style rural area building.
Developing integrated, multi-value commodity production in agriculture, forestry, and fisheries, based on local advantages, that is modern, efficient, sustainable, and highly competitive, while ensuring food security and nutritional security.
Improving the income, quality of life, role, and status of those involved in agricultural production, developing diverse livelihoods, and promoting sustainable poverty reduction.
- On service: Restructuring the service sectors based on modern technology. Developing a number of industries and service products with high knowledge and technology content and competitive advantages.
Effectively utilizing the International Financial Center in Viet Nam and new-generation free trade zones.
Developing tourism in a professional, modern, efficient, green, and sustainable manner. Establishing several competitive tourism service centers that reflect the unique national cultural identity. Continuing to develop multimodal transport and logistics services, and reducing logistics costs.
b) Continuing to promote the restructuring of state budget revenue and expenditure. Improving the tax management institutions, especially for newly-emerging production and business activities in the digital economy and cross-border transactions; strengthening inspection and examination, combatting transfer pricing, ensuring accurate, sufficient, and timely tax collection, and expanding tax base.
c) Continuing to effectively restructure public investment. Steering investment capital to implement national target programs, strategic and nationally important infrastructure projects with inter-regional, inter-national, and international significance; key programs and projects in the defense and security industry; and expressway projects according to the assigned responsibilities. Allocating sufficient corresponding funding from local budgets to implement national target programs as prescribed.
Strongly innovating the way public investment is implemented, focusing on guiding development, spreading and activating private resources, thereby striving to reduce the ICOR to around 4 in the coming period. Ensuring transparency and openness of information, and strengthening supervision, evaluation, and inspection in order to prevent and combat corruption, losses, and waste.
d) Vigorously implementing the restructuring of the credit institution system towards sustainability; increasing capital for state-owned enterprises and commercial banks.
Actively addressing weak credit institutions and implementing plans to restructure commercial banks under special supervision. Improving the effectiveness of supervising the operations of credit institutions.
Developing a deep-seated medium- and long-term capital market, alongside restructuring the credit market towards sustainability, addressing the root causes of weaknesses in credit institutions, cross-ownership, shadow ownership, and relationship-based lending.
Strengthening the handling of bad debts while limiting new bad debts. Promoting cashless payments and ensuring security and safety in banking operations.
dd) Effectively implementing the Resolution No. 79-NQ/TW of the Politburo on State economy development; the plan for restructuring state-owned enterprises (after approval) and improving the efficiency of using and managing the land and buildings of enterprises in accordance with regulations.
e) Continuing to effectively implement Resolution No. 68-NQ/TW of the Politburo, and the Resolutions of the National Assembly and the Government on the development of the private economy.
Forming large private corporations capable of participating in key infrastructure, high technology, and strategic sectors. Striving to raise private sector's share to GDP to approximately 55% in 2026.
Developing dynamic and efficient collective economic organizations and cooperatives; strengthening linkages between collective economic organizations and other economic sectors.
g) To decisively directing and resolving outstanding and long-standing issues; effectively implementing the Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo and the Resolution 265/2025/QH15 of the National Assembly to remove difficulties and obstacles of the projects.
5. Focusing investment on building modern and synchronized strategic infrastructure works, creating a foundation for national competitiveness, especially key transportation projects, national transport systems, railways, international airports, seaports, and energy; promoting inter-regional projects, large-scale urban infrastructure projects, and digital transformation infrastructure projects; renewing planning schemes to suit the new context.
a) Making significant progress, commencing key components of the Lao Cai – Ha Noi - Hai Phong railway line and urban railway lines; completing surveys and designs for railway lines that connect Viet Nam with the region and the world, and for some sections of the North-South high-speed railway; investing in the development of road and highway systems connecting regions, localities, and with neighboring countries; and ring roads around the Ha Noi and Ho Chi Minh City regions.
Conducting research and implementing phase 2 of Long Thanh International Airport; ensuring the progress of Gia Binh International Airport, Tho Chu Airport Project (An Giang), etc.
Implementing the Can Gio international transshipment port project, Hon Khoai port and several other potential seaports.
b) Focusing on removing difficulties and obstacles for infrastructure projects, especially large-scale projects; ensuring the supply and control of raw material prices and land use indicators.
Continuing to improve construction norms, investment capital rates, and composite construction prices to serve the management of construction investment costs.
Promptly deploying toll collection on expressways to generate resources for continued investment in strategic infrastructure.
c) Developing energy infrastructure to meet the requirements of economic growth, especially clean energy; effectively implementing the Resolution No. 70-KL/TW of the Politburo on ensuring energy security; absolutely preventing electricity shortages; promptly implementing important energy projects, ensuring the progress of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant projects.
d) Building and developing next-generation digital infrastructure; promoting the commercialization and widespread adoption of 5G, researching 6G, and defining a roadmap for Viet Nam to join the group of leading countries in telecommunications infrastructure quality and 5G/6G coverage.
Developing and optimizing platforms according to the National Digital Transformation Program. Building a dedicated data transmission network serving Party and State agencies, turning it into a special, modern, unified information infrastructure for shared use throughout the entire political system.
d) Focusing on developing cultural, educational, health, agricultural, and rural infrastructure, and responding to climate change.
Continuing investment in upgrading and building new infrastructure for fisheries, irrigation, agricultural and forestry seeds, and water supply facilities in rural areas, and drainage infrastructure for industrial and urban areas.
Investing in the construction of several key national cultural, sports, educational, and health facilities of regional and international significance. Effectively exploiting and expanding new development spaces, using urban areas as the driving force for development.
6. Creating breakthroughs in national science and technology development, innovation, and digital transformation; focusing on developing high-quality human resources, especially in the fields of chips, semiconductors, and artificial intelligence; raising the skill level of the entire society.
a) Effectively implement Resolution No. 57-NQ/TW of the Politburo, and the Resolutions of the National Assembly and the Government on breakthroughs in national science and technology development, innovation, and digital transformation.
Designing sufficiently strong incentive policies to encourage businesses to invest in research, development, application, and transfer of science and technology; the incentive mechanism must be based on results, not on a uniform distribution of support.
Removing difficulties and obstacles in handling assets formed through the implementation of science and technology tasks using state budget funds.
Developing breakthrough scientific research programs and projects, focusing on 11 strategic technology sectors.
Establishing research and development facilities for high-tech industries, strategic technologies, core technologies, source technologies, digital technologies, and biotechnology; gradually participating more deeply in the high-tech value chain.
Accelerating the development of a synchronized, efficient, modern, and integrated science and technology market; promoting the commercialization of research results.
Effectively utilizing the National Innovation Center and domestic and overseas innovation networks; attracting Vietnamese scientists abroad and foreign experts to participate in scientific research, innovation, and digital transformation activities in Viet Nam.
a) Promoting the protection of industrial property rights, and the development and exploitation of intellectual property assets.
b) Accelerating national digital transformation while ensuring cybersecurity and network security. Developing digital government, digital economy, digital society, and digital citizens; focusing on comprehensively digitizing state management activities and effectively implementing Project 06.
Develop national digital infrastructure, especially building a national data center and national and specialized databases that are "accurate, complete, clean, active, unified, interconnected, and shared."

Promoting the provision of full-process, personalized, data-driven online public services, independent of administrative boundaries.

Innovating and improving the quality of operation of one-stop service centers at all levels and public administrative service centers in localities. Striving for Viet Nam to be among the top four ASEAN countries in terms of e-government ranking in 2026.
c) Creating significant progress in the quality of education and training at all levels. Continuing effective implementation of the Resolution No. 71-NQ/TW of the Politburo, and the Resolutions of the National Assembly and the Government on breakthroughs in education and training development; focusing on improving labor productivity.
Establishing breakthrough mechanisms for the development of national universities, excellent higher education institutions, and strategic technology research programs, creating a human resource foundation for long-term development.
Reviewing and refining the general education curriculum; developing and providing a unified national set of textbooks for use from the 2026-2027 school year.
Promoting the use of English as a second language in schools; gradually introducing artificial intelligence and robotics into general education.
Providing basic education and knowledge in culture and arts, and enhancing physical education and sports activities for students.
Innovating and improving the quality of political, ideological, moral, lifestyle, life skills, national defense and security education for students.
d) Promoting the development of vocational education, implementing an education and training strategy linked to the needs of the labor market and key technology and industrial sectors; enhancing fundamental skills and digital skills for workers.
Implementing the plan for the implementation of the Viet Nam National Qualifications Framework, developing national occupational skill standards, and the Project for Training High-Quality Human Resources from Ethnic Minorities in a number of key sectors.
Enhancing the capacity of vocational education teachers and administrators. Promoting cooperation with businesses in student recruitment, training organization, and job placement.
7. Focusing on the comprehensive and synchronized development of cultural and social fields, improving people's lives and ensuring social security.
a) Paying attention to and prioritizing resources for the preservation, restoration, and promotion of national cultural values, tangible and intangible cultural values of various regions.
Implementing the Strategy for the Development of Viet Nam's Cultural Industries; promoting investment in the development of professional, modern, creative cultural industries with a strong national cultural identity; developing the entertainment industry, film industry, cultural tourism, and performing arts; encouraging the formation of cultural industry zones and centers in major cities. Focusing on building grassroots cultural life. Narrowing the gap in access to culture.
Continuing to effective implementation of the Conclusion No. 70-KL/TW of the Politburo on the development of physical education and sports in the new period, the planning scheme of the network of cultural and sports facilities, and the campaign "All people practice physical training following the example of the great President Ho Chi Minh".
Preparing for the Vietnamese Sports Delegation to participate in the Southeast Asian, Asian, and World Games to be held in 2026 to achieve the best possible results.
b) Implementing the preferential policies for people who have rendered meritorious services to the revolution in a full, prompt, effective, open, and transparent.
Paying preferential allowances to people who have rendered meritorious services in cash and through experienced payment service organizations with a network covering 100% of communes/wards, in accordance with the specific characteristics of the beneficiaries and local conditions; building a database of people who have rendered meritorious services.
Effectively carrying out the work of nurturing and caring for people with meritorious service, and the movements "Paying gratitude and repaying kindness" and "Remembering the source of the water you drink". Continuing housing support for people with meritorious service. Repairing and upgrading martyrs' graves, martyrs' cemeteries, memorials, and commemorative structures.
c) Innovating and improving the quality of social policies towards a comprehensive, modern, inclusive, and sustainable approach. Applying social security numbers to citizens and completing the social policy database. Implementing social assistance programs, projects, and policies in a synchronized and timely manner.
Paying social assistance through experienced service organizations with a network covering 100% of communes/wards, tailored to the specific characteristics of beneficiaries and local conditions.
Reviewing and providing social assistance during the Lunar New Year and the lean season of 2026; providing timely emergency relief in the event of natural disasters or epidemics.
Effectively implementing policies to support the elderly, people with disabilities, and provide rehabilitation for people with mental illnesses, autistic children, and people with mental disorders.
d) Implementing the goal of multidimensional, inclusive, and sustainable poverty reduction, limiting the recurrence and emergence of poverty.
Improving poverty reduction policies, avoiding overlaps and duplications, and aligning them with sustainable development goals; issuing conditional support policies and strengthening social policy credit for the poor.
Encouraging businesses and cooperatives to collaborate in production, business, and product consumption, and developing diverse production models with the participation of poor and near-poor households.
dd) Continuing to improve regulations in the fields of wages, social insurance, labor, and labor relations; focusing on implementing the Resolution No. 28-NQ/TW of the Central Committee on reforming social insurance policies; gradually and steadily expanding social insurance coverage, and building a multi-tiered social insurance system to ensure sustainable social security.
Effectively implementing the Politburo's Conclusions on reforming wage and allowance policies for cadres, civil servants, public employees, and armed forces personnel after the reorganization of the organizational structure and the two-tiered local government.
e) Strengthening the connection between supply and demand, developing the labor market; improving occupational safety and hygiene and effectively managing foreign workers in Viet Nam.
Effectively implementing policies, programs, and projects to support job creation; focusing on job creation for youth, vulnerable workers, and female workers.
Promoting labor restructuring, increasing the proportion of non-agricultural workers; rapidly shifting informal employment to formal employment, supporting migrant workers moving from rural areas to urban areas, industrial zones, border regions, and ethnic minority areas.
Developing a labor market information system. Improving the efficiency of employment service organizations; investing in the development of a system of public employment service organizations.
Promoting the sending of Vietnamese workers working abroad under contract; stabilizing and maintaining traditional labor export markets, and expanding into high-income markets; by 2026, sending approximately 112,000 workers abroad under contract. Monitoring and gathering information on workers abroad to promptly address any arising issues.
Improving the management and issuance of work permits for foreign workers in Viet Nam; attracting, managing, and effectively utilizing foreign labor in Viet Nam.
Taking measures to prevent and minimize labor disputes and strikes, and supporting the resolution of arising incidents. Effectively implementing the Directive No. 31-CT/TW dated March 19, 2024, of the Party Central Committee on occupational safety and health in the new situation.
g) Effectively implementing the National Housing Development Strategy, and the Project to build at least one million social housing units for low-incomers and industrial workers for the 2021-2030 period.
Striving to complete the building of more than 110,000 social housing units in 2026, in a bid to realize the goal of building one million social housing units by 2028; completing the construction of 248 boarding primary-junior schools in border communes by 2028.
h) Effectively implementing the Resolution No. 72-NQ/TW of the Politburo, and Resolutions of the National Assembly and the Government on public healthcare.
Formulating mechanisms and policies on financial support for policy beneficiaries, poor people, and vulnerable people in health examination and treatment.
Improving the capacity of grassroots healthcare facilities, preventive medicine, forecasting, supervision and early detection to timely and effectively deal with epidemics and urgent public health crises.
Deploying a roadmap to increase the number of vaccines in the Expanded Immunization Program for the 2021-2030 period; effectively implementing the Expanded Immunization Plan for 2026.
Enhancing the management of food safety, environmental health, school health, occupational diseases, and injuries, and improving the overall health of the population.
Improving the quality of medical examination and treatment services at all levels; increasing the satisfaction rate of the people. Focusing on expanding telemedicine services, starting from the grassroots level.
Continuing the implementation of programs and projects on population work. Paying attention to healthcare for the elderly, mothers, children, the poor, and ethnic people.
Developing traditional medicine and pharmacy. Strengthening drug price management and ensuring sufficient supply of medicines, vaccines, and medical equipment for public health. Developing the domestic pharmacy and medical equipment industries.
Continuing to innovate the operational and financial mechanisms of public service units. Incorporating management costs in the price of medical examination and treatment services; continuing implementation of the roadmap for universal health insurance.
Issuing professional competency standards and training program standards. Directing and guiding the management of electronic health records, electronic medical examination and treatment records, and the application of telemedicine.
Mulling over appropriate policies that match the job requirements and specific characteristics of the healthcare sector; and mechanisms to protect the safety of healthcare workers while performing their duties.
i) Focusing on improving the lives of ethnic minorities, people in mountainous areas, border regions, islands, and disadvantaged areas. Paying attention to developing human resources in ethnic minority and mountainous areas, especially within the system of agencies working on ethnic affairs at all levels.
Implementing policies and laws on religion and belief effectively; strengthening religious security; ensuring that religious organizations operate in accordance with regulations; preventing, combatting, and refuting acts of exploiting religion and belief to sow division and undermine national unity; promoting the fine cultural and moral values and resources of religion for development.
k) Building a safe, friendly, and healthy living environment for the comprehensive development of children. Protecting and caring for children in special circumstances; controlling and reducing the number of children who are abused, injured, subjected to school violence, drowning, traffic accidents, etc.; effectively implementing the Viet Nam Youth Development Strategy and youth development programs and projects for the period 2021-2030. Improving and effectively implementing policies, laws, strategies, programs, and projects to promote gender equality and combat domestic violence.
l) Improving and effectively implementing the prevention and control of social evils, policies and laws on drug addiction treatment, prostitution prevention and control, and support for victims of human trafficking.
8. Proactively adapting to climate change, preventing and mitigating natural disasters, strengthening management of natural resources and environmental protection; harmoniously resolving the relationship between economic development and environmental protection.
a) Focusing on implementing the Conclusion No. 81-KL/TW dated June 4, 2024, of the Politburo; rationally and effectively utilizing natural resources, protecting the environment, and proactively responding to climate change; strengthening capacity for disaster prevention and mitigation, and reducing greenhouse gas emissions.
b) Vigorously implementing the tasks related to Viet Nam's initiatives and commitments at COP26 and COP28. Allocating greenhouse gas emission quotas, organizing pilot carbon market operations for specific sectors.
Fundamentally addressing environmental pollution, especially in large urban areas; developing a Plan to fundamentally address air pollution in Ha Noi and Ho Chi Minh City; reviewing and renewing the roadmap for applying emission standards and regulations for road motor vehicles currently in circulation; and decisively addressing river and riverbank pollution in conjunction with building and managing green, clean, beautiful, modern, and civilized urban areas.
Enhancing the capacity for forecasting, warning, and responding to natural disasters, especially flash floods, landslides, and extreme weather events.
Effectively implementing flood prevention solutions for major cities, Ha Noi, Ho Chi Minh City, and World Heritage sites; climate change adaptation programs in the Mekong Delta; and flood, landslide, and drought prevention and control in Central Viet Nam, the Central Highlands, and Northern Viet Nam.
c) Adopting solutions to effectively mobilize financial resources from land, natural resources, and minerals, especially strategic minerals; applying information technology in management and building of databases on geology and minerals.
Accelerating the construction of land databases in localities and integrating them into the national land database; complete the nationwide digital cadastral map system (100% of communes have cadastral maps); building an online land information sharing platform.
Completing and putting into operation the real estate exchange. Strictly controlling, ensuring transparency and openness in land acquisition, compensation, and resettlement. Developing the environmental industry, environmental protection services, and waste recycling.
Formulating a national strategy on rare earth elements; manage the exploitation and efficient use of rare earth elements to serve the development of new industries while protecting the environment and promoting sustainable development.
d) Effectively implementing Viet Nam's sustainable marine economic development strategies, sustainably exploiting and utilizing resources, and protecting the marine and island environment. Promoting the development of industrial-scale aquaculture; gradually reducing inshore fishing output, improving the efficiency of offshore fishing, and resolutely lifting the European Commission's "yellow card." Continuing investment in the formation of large-scale fisheries centers.
d) Ensuring water security, dam safety, and efficient water resource exploitation; preventing and restoring the degradation and pollution of water resources. Monitoring and supervising the operation of reservoirs.
Promoting cooperation with upstream countries and international organizations in protecting and effectively utilizing water resources of trans-boundary rivers, especially the Mekong and Red Rivers.
e) Continuing to modernize the meteorological and hydrological network, enhancing the capacity for observation, forecasting, and warning of natural disasters to meet the requirements of the new situation.
g) Protecting, developing, and effectively and sustainably utilizing existing forest areas, maintaining forest coverage at over 42%; promoting the multi-purpose value of forest ecosystems.
h) Upgrading, expanding, and developing safe and sustainable agricultural, forestry, and fisheries value chains; continuing the implementation of food safety monitoring programs for agricultural, forestry, and fisheries products; proactively and effectively handling food safety incidents.
9. Strengthening regional linkages, effectively implementing national, regional, and provincial planning schemes; improving the quality of urbanization and urban economy.
a) Conducting research and reporting to competent authorities to issue resolutions (or conclusions) on the six socio-economic regions. Consolidating and enhancing the role of regional coordination councils; effectively implementing socio-economic regional planning schemes for the period 2021-2030, with a vision to 2050.
Reviewing, refining and adjusting regional planning schemes in line with new national and provincial planning schemes for re-approval and synchronous implementation.
b) Continuing the implementation of the Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Viet Nam.
Mulling over the formulation of a national target program on urban upgrading and reconstruction and urban infrastructure development for the 2026-2030 period, a Project on construction and development of several modern, ecological, green and smart coastal urban areas associated with sustainable and climate-resilient tourism development.
10. Firmly consolidating national defense and security, firmly protecting independence, sovereignty, unity and territorial integrity; continuing to build and strengthen the all-people national defense posture and the people's security posture associated with a solid people's hearts and minds' posture; ensuring security, social order and safety
a) Effectively performing the function of providing strategic advice to the Party and State on military and national defense tasks. Being proactive in research and assessment of situations, thereby proposing timely response measures to all situations.
Focusing on building a "lean, efficient, and strong" army and police force, with the focus on improving training quality, combat capabilities, and operational flexibility.
Continuing to solidify the all-people national defense system; implementing judicial reform projects, and building a revolutionary, regular, elite, and modern army...
Maintaining constant vigilance, high combat readiness, and strict management of airspace, sea areas, borders, inland areas, and cyberspace, especially in strategic and key areas, to firmly protect national sovereignty, territory, and interests.
Building, managing, and protecting national borders to ensure peace, friendship, cooperation and development; strictly controlling entry and exit activities. Promoting combined strength, effectively mobilizing resources, and solidifying the all-people national defense system.
Promoting research and development of technologies and defense and security industries to enhance the overall strength of the armed forces; commercializing defense and security products that Viet Nam can produce.
Research and develop technology, develop a self-reliant, dual-use, and modern defense and security industry, enhance the overall strength of the armed forces; commercialize defense and security products that Vietnam can produce.
Effectively implementing the policy of closely integrating defense, security, and socio-economic development in each locality and throughout the country.
Preparing well the forces, means, and plans for civil defense, and responding promptly and effectively to non-traditional security challenges.
Effectively carrying out international cooperation in responding to incidents, natural disasters, search and rescue, overcoming the consequences of war, demining, handling toxic chemicals, and participating in United Nations peacekeeping operations.
b) Maintaining national security in all situations; achieving positive changes in social order and safety. Absolutely protecting the security and safety of the activities of Party and State leaders, important events, especially the 14th National Party Congress, the elections of deputies to the National Assembly and the People's Council at all levels for the 2026-2031 term, etc.
Strengthening the grasp of external situations, especially on policy adjustments of major countries, promptly advising the Party and State on policies and strategies, absolutely avoiding strategic passivity and surprise, contributing to the firm protection of the Fatherland from early on and from afar.
Combating, preventing, and neutralizing plots and activities of intelligence, espionage, terrorism, sabotage, and incitement to protests that disrupt security and order.
Effectively protecting internal political security and the Party's ideological foundation; ensuring information and communication security, cybersecurity, and economic security. Strengthening the protection of state secrets, especially in cyberspace and during digital transformation process.
Ensuring religious security; completely resolving disputes and complaints. Ensuring security and order in strategic areas of the Northwestern, Central Highlands, and Southwestern regions.
Adopting solutions to reduce crime in a sustainable manner. Strongly and decisively suppressing all types of crime and social evils; strictly handling crimes and violations of anto-corruption regulations, economic crimes, smuggling, production and sale of counterfeit and substandard goods, environmental crimes, and high-tech crimes.
Strengthening state management of security and order in a way that facilitates socio-economic development.
Promoting traffic safety, urban order, fire prevention and control; reducing traffic congestion in major cities and key transportation routes.
11. Deploying foreign affairs and international integration in a synchronized, effective, and comprehensive manner; maintaining a peaceful and stable environment, creating favorable conditions for development, attracting resources to serve development, and consolidating and enhancing Viet Nam's international prestige and position.
Effectively implementing the Resolution 59-NQ/TW of the Politburo; steadfastly pursuing the foreign policy of independence, self-reliance, multi-lateralization and diversification of external relations, creating a peaceful and stable environment for national development. Actively and responsibly participating in resolving common issues in the region and the world.
Continuing to deepen relations with other countries in a stable, substantive and sustainable manner. Studying the upgrading of relations with some partners at an appropriate time.
Firmly protecting our country's sovereignty, territorial integrity, and legitimate rights and interests at sea; strengthening international cooperation to maintain peace, stability, and development in maritime areas and land border areas.
Strengthening economic diplomacy, external economic relations, with a focus on science and technology diplomacy. Promoting the upgrading of the existing agreements, negotiation and signing of new cooperation frameworks. Attracting and utilizing resources from bilateral channels and multilateral mechanisms to serve development.
Campaigning for candidacy in important multilateral bodies and forums; promoting the role of mediation and reconciliation in certain issues where Viet Nam has interests, capabilities, and advantages.
Effectively assuming the role of the chair and co-chair of the Mekong Sub-regional Cooperation Mechanism in 2026; preparing to host APEC 2027 in Viet Nam.
Enhancing the effectiveness of external information dissemination, work related to Vietnamese people abroad, consular work and citizen protection, cultural diplomacy, and people-to-people diplomacy.
12. Be more proactive in information and communication work, creating motivation, inspiring, and encouraging innovation; improving the effectiveness of mass mobilization work.
Continuing to innovate information and communication work; proactively disseminating typical models, innovative approaches, and examples of good people and good deeds.
Effectively protecting the ideological foundation of the Party; eradicating, removing, and preventing harmful, toxic, and false information; strictly handling organizations and individuals committing violations.
Promoting practical and effective patriotic emulation movements; improving the effectiveness of mass mobilization and grassroots democracy, further enhancing the role of the Viet Nam Fatherland Front and its member organizations and social organizations, contributing to creating social consensus and consolidating the great national unity.
III. IMPLEMENTATION ORGANIZATION
1. Ministers, heads of ministerial-level agencies and Government-attached bodies, Chairpersons of provinces and centrally-run cities shall:
a) Based on their assigned functions and tasks, drastically, timely and effectively implement the Conclusion No. 199-KL/TW dated October 10, 2025 of the Party Central Committee; the Resolution No. 244/2025/QH15 dated November 13, 2025 of the National Assembly approving the socio-economic development plan for 2026, and other Resolutions of the Party and the National Assembly; timely address emerging issues and be accountable before the Government and the Prime Minister for the implementation outcomes.
b) Prior to January 20, 2026, issue programs and plans of action to implement this Resolution, clearly identifying targets, tasks, progress and focal points, then reporting to the Ministry of Finance for synthesis and submitting to the Government at the first Cabinet meeting in January 2026.
c) Formulate growth scenarios for each quarter and the whole year. Localities shall review and design growth scenarios and report to the Ministry of Finance in February 2026 for synthesis and monitoring.
d) Regularly monitor, inspect and supervise the progress and results of the assigned targets and report to the Ministry of Finance before the 22nd of the last month of each quarter for synthesis and reporting to the Government.
dd) Review and evaluate the implementation of this Resolution within their management scope and prepare for compilation of the Government's Resolution for 2027, then report to the Ministry of Finance before November 15, 2026 for synthesis and reporting to the Government at its meeting in December 2026.
2. The People's Committees of provinces and centrally-run cities shall direct subordinate authorities to review resources, driving forces, and capabilities for growth, then reporting to the People's Councils in February 2026 to renew the local GRDP growth targets in case the latter had approved a growth target lower than that set in this Resolution.
3. Ministries and agencies in charge of macro-economic management shall be responsible for coordinating closely and effectively in putting forward concrete solutions and measures for macro-economic regulation and growth, timely reporting to the Government emerging issues beyond their authority during the implementation process.
4. The Ministry of Finance shall take prime responsibility and coordinate with the Office of the Government, ministries, agencies and localities in summarizing, monitoring and evaluating the implementation of this Resolution, reporting to the Government at its monthly meeting; instructing and coordinating with ministries, agencies, and localities in formulating socio-economic development plan for 2027 in accordance with the instructions of the Government and the Prime Minister.
5. The Ministry of Culture, Sports and Tourism shall take prime responsibility and coordinate with the Central Commission for Education, Communication and Mass Mobilization, press agencies, ministries, agencies and localities in organizing the dissemination of the content of this Resolution./.
