Promoting legal education among ethnic minorities

VGP – The PM has recently approved a project on accelerating the dissemination and education of laws, as well as the mobilization of the people living in mountainous regions and ethnic minorities in 2017-2021.

The project will be implemented in 52 out of 63 provinces and centrally run cities with high concentrations of ethnic minorities, from 2017 until the end of 2021, seeking to raise people’s awareness and self-consciousness in abiding by the Party’s guidelines and the State’s policies and laws, and to reinforce the great national unity bloc as well as the people’s trust in the Party and State.

It also aims to encourage the ethnic minorities to build a healthy society and live and work in line with the Constitution, towards ensuring political stability and creating a social consensus for the successful realization of sustainable development goals in ethnic minority and mountainous regions.

Under the project, by 2021, 100% of officials and public servants at ethnic affairs agencies receive law dissemination and education, whilst being provided with information concerning the Party’s guidelines and the State’s policies and laws on ethnic affairs. Meanwhile, over 80% of officials, who are tasked with disseminating laws and mobilizing people in mountainous and ethnic minority regions, are updated with legal information and documents, and receive professional training concerning law dissemination and mobilization work.

It also targets to educate laws to more than 70% of people in mountainous and ethnic minority regions, and raise their awareness of the Party’s guidelines and the State’s policies and laws on ethnic affairs.

The project will also encourage media agencies to launch and maintain programs, columns and special pages on the dissemination of laws and mobilization work on ethnic affairs, aiming to raise awareness among those in mountainous and ethnic minority regions.

In order to achieve the abovementioned goals, the project will take synchronous measures to renovate legal education and ethnic affair mobilization work. Accordingly, activities under the project will be regularly implemented in line with the ministries, sectors and localities’ functions and tasks, and will be integrated into the existing programs and projects under implementation in mountainous and ethnic minority areas.
