Prime Minister Pham congratulated Laos and Cambodia on their recent comprehensive development achievements. In a warm and open atmosphere, the three leaders discussed joint cooperation priorities and regional and international issues of shared concern. They noted that the three countries are striving to address security, political, and socio-economic challenges brought about by global and regional uncertainties, while acknowledging significant progress in both bilateral and trilateral cooperation.
The Prime Ministers emphasized the strong growth in Viet Nam–Cambodia–Laos relations, characterized by high political trust and close collaboration across all fields. They highlighted regular high-level exchanges, the effective operation of cooperation mechanisms, and strengthened defense-security ties.
Reaffirming the importance of traditional solidarity and close bonds among the three nations, they agreed to maintain regular exchanges and trilateral meetings across various channels and levels — starting with upcoming gatherings between defense, public security, and foreign affairs ministers. The leaders also pledged to boost cooperation in building digital government and advancing the digital economy. Prime Minister Pham shared Viet Nam's experience in electronic identification systems and the "digital citizen" initiative to better serve the public.
The three sides agreed to enhance cooperation in crime prevention, maintain a peaceful and stable shared border, and accelerate border demarcation and marker planting. They also committed to promptly preventing hostile acts that could harm trilateral relations — particularly in cyberspace — and to addressing any arising issues constructively.
They underscored the need to foster transport infrastructure connectivity and border area development, as well as to create breakthroughs in economic, trade, investment, and financial cooperation. These efforts aim to help raise two-way trade between Viet Nam and Cambodia to US$20 billion, and between Viet Nam and Laos to US$5 billion in the near future.
The leaders also agreed to continue regular consultations on international and regional matters of mutual interest.
Prime Minister Hun Manet expressed appreciation for the support of Viet Nam, Laos, and other ASEAN members — especially Malaysia as ASEAN Chair 2025 — along with the U.S., in helping Cambodia and Thailand reach an agreement on a ceasefire monitoring mechanism, saying the development clearly reflects ASEAN's central role.
Pham thanked Cambodia and Laos for sending senior delegations and armed forces to join the grand parades marking the 50th anniversary of the liberation of the South and national reunification (April 30, 1975–2025) and the 80th National Day of Viet Nam (September 2, 1945–2025), as well as for attending the signing ceremony of the UN Convention against Cybercrime (Ha Noi Convention) on October 25. He affirmed that the presence of leaders from all three nations at each other's major celebrations reflects their deep-rooted solidarity and close-knit ties.
On this occasion, Pham also expressed gratitude to and hoped the governments of Laos and Cambodia would continue supporting their Vietnamese communities to live stably, integrate well, and contribute to the development of their host countries and to the friendship among the three nations./.
