Viet Nam seeks up to US$92 billion for climate adaptation by 2030

Given that the state budget can only cover part of the above figure, Viet Nam has to mobilize US$2.7–6 billion each year from non-budgetary sources. This major financing gap highlights the importance of strengthened global partnerships in finance, technology transfer, and capacity-building.

Viet Nam is one of 65 countries that have submitted updated NAPs to the UNFCCC Secretariat. The submission not only demonstrates compliance with international obligations but also underscores the country's determination to boost resilience against intensifying climate risks.

The updated plan, approved by the Prime Minister on November 19, 2024, with a vision toward 2050, was finalized by the Ministry of Agriculture and Environment and subsequently submitted to the UNFCCC. It reflects Viet Nam's commitment to enhancing resilience, fostering international cooperation, and mobilizing resources for adaptation, thereby contributing to the realization of its Nationally Determined Contributions (NDCs).

As a nation with a long coastline, thousands of islands, and two densely populated deltas vulnerable to sea level rise and extreme weather, Viet Nam faces some of the world's most severe climate threats. Climate change is already affecting multiple sectors and regions, threatening sustainable development and poverty reduction. This makes timely mitigation, stronger risk management, and disaster preparedness urgent priorities.

The NAP sets out the overarching goal of reducing risks and losses from climate change while reinforcing the resilience of natural, economic, and social systems. It also envisions climate adaptation as a core element of all national development strategies.

Through this updated NAP, Viet Nam reaffirms its commitment to green and sustainable growth and signals its readiness to work with the international community in tackling climate change through shared resources, knowledge, and action./.
