To Lam holds talks with Russian President Putin in Moscow

The talks focus on the current state of and prospects for further development of comprehensive strategic partnership between Viet Nam and Russia.

To Lam affirmed that the Party, State and people of Viet Nam always treasure and bear in mind the great and wholehearted assistance and support as well as effective cooperation that Russia has offered to Viet Nam during its past struggle for national liberation and reunification and current course of national development and defense.

To Lam also affirmed that Viet Nam always considers Russia an important partner of top priority in its foreign policy, expressing his wish to further improve the effectiveness of bilateral cooperation in the new development era.

The two leaders briefed each other about recent development in respective countries, engaged in in-depth discussions on bilateral relations and regional and international issues of mutual concern.

The two sides noted with pleasure at the positive growth momentum of Viet Nam-Russia Comprehensive Strategic Partnership and charted major orientations to further deepen the bilateral ties in the coming time.

The two leaders agreed to promote regular and substantive exchanges at all levels while fostering collaboration through Party and National Assembly channels.

Both sides agreed to further promote the role of the Inter-governmental Committee for economic, trade, scientific and technological cooperation, striving to soon raise the two-way trade to USE$15 billion.

The two leaders agreed to encourage businesses from both countries to expand partnerships and investments, and cooperate in such fields like agriculture, food, aquaculture, marine economy, shipbuilding among others.

The two leaders reaffirmed that energy, oil and gas still remain key pillars of Viet Nam-Russia Comprehensive Strategic Partnership. They also agreed to expand cooperation to domains such like nuclear power, wind power, and gas-fired power.

The two leaders discussed on nuclear energy cooperation for peaceful purposes and agreed that this is a strategic sector that can create new momentum for the bilateral ties in the new development period.

Both sides agreed to continue consolidating the pillar of strategic defense, security and military-technical cooperation; coordinate in responding to non-traditional security challenges; combat transnational  and high-tech crime, and address emergency situations.

The two leaders concurred that science, technology, innovation and digital transformation should become a new pillar of the Comprehensive Strategic Partnership in the new development period.

The two leaders compared notes on regional and international landscape, underscoring the importance of maintaining global peace, security and stability, working together to promote multilateralism, upholding the role of the United Nations, the United Nations Charter, and fundamental principles of international law.

The Vietnamese side reiterated support for stronger relations between ASEAN and Russia for peace, stability, cooperation and development in the region and the world.

General Secretary and President To Lam President Putin to pay a State visit to Viet Nam and attend the APEC Economic Leaders' Meeting in Phu Quoc Island in November 2027.

President Putin appreciated the invitation and vowed to support and coordinate with Viet Nam for the success of the APEC Year 2027./.
