The third plenum of the 14th Central Committee of the Communist Party of Viet Nam was held in Ha Noi from July 20-24, 2026.
1. During the plenum, the contents of the following documents were adopted, including:
- Regulations on the implementation of the Party Charter.
- Regulations on matters Party members are prohibited from doing.
- Resolution on renewing Viet Nam's development model.
- Resolution on the national security strategy.
- Resolution on building a disciplined, safe, civilized, harmonious, and developed society.
- Resolution on the principles and orientations for amending the Law on Land and related laws.
- Resolution on building and developing Viet Nam into a strong maritime nation.
- Conclusion on completing and effectively operating the overall model for the organizational structure of the political system and the two-tier local government model.
- Conclusion on environmental protection and proactive climate change adaptation in the new era.
The 14th Central Committee of the Communist Party of Viet Nam assigned the Politburo to direct the finalization, promulgation, and issuance of these documents.
The Government shall be responsible for finalizing the dossier for the draft revised Law on Land and related laws and submit them to the National Assembly for consideration and approval.
2. The 14th Central Committee of the Communist Party of Viet Nam discussed and approved the following reports:
- Report on Party building and the political system in the first half of 2026, along with key directions and tasks for the second half of 2026.
- Report on the socio-economic situation in the first six months of 2026, together with key directions and tasks for the remaining six months of 2026.
- Report on the international situation and several key issues of concern relating to national defense, security, and foreign affairs.
- Report on the major matters resolved by the Politburo from the conclusions of the second plenum and the third plenum of the 14th Central Committee of the Communist Party of Viet Nam, and key tasks of the upcoming fourth plenum.
3. The Central Committee of the Communist Party of Viet Nam agreed in principle to transform Quang Ninh and Bac Ninh into central-governed cities.
The Government shall finalize the proposals and dossiers and submit them to the 16th National Assembly for consideration and decision at its first extraordinary session in August.
4. The 14th Central Committee of the Communist Party of Viet Nam agreed in principle to transfer the advisory functions relating to mass mobilization from the Central Commission for Information, Education and Mass Mobilization to the Viet Nam Fatherland Front.
Accordingly, the Central Commission for Information, Education and Mass Mobilization was renamed as the Central Commission for Information and Education.
5. The 14th Central Committee of the Communist Party of Viet Nam approved the Politburo's nomination for the position of the Minister of Home Affairs for the 2026–2031 term.
The Politburo was tasked to nominate the candidate for Minister of Home Affairs for the 16th National Assembly to consider and approve at its first extraordinary session.
6. The 14th Central Committee of the Communist Party of Viet Nam decided to dismiss Bui Van Hai, former member of the Party Central Committee, former Secretary of the Bac Giang provincial Party Committee, former Secretary of the provincial Party Civil Affairs Committee, and former Chairman of the Bac Giang Province's People's Council (now Bac Ninh Province) from all Party positions as a disciplinary measure.
The 14th Central Committee of the Communist Party of Viet Nam calls on the entire Party, the entire people, and the entire armed forces to continue upholding the tradition of patriotism; strengthen solidarity and unity; join hands with shared resolve; promote the spirit of self-reliance, self-strengthening, and innovation; strive to overcome all difficulties and challenges; and remain determined to successfully implementing the Resolution of the 14th National Party Congress./.
