Public-private partnership - key to sustainable development: Prime Minister

The dialogue saw the participation of United Nations Deputy Secretary-General Amina Mohammed; special envoy for Climate Change of the Italian Prime Minister Francesco Corvaro; Commissioner for the Circular Economy of the Ministry for Ecological Transition, and the Demographic Challenge Alejandro Dorado; and a pre-recorded speech by OECD Secretary-General Mathias Cormann.

The event brought together over 300 delegates, including heads of delegations from countries and international organizations participating in the P4G, along with approximately 200–250 executives from domestic and international corporations, associations, and businesses.

In his pre-recorded speech, the OECD Secretary-General said, as the largest renewable energy supplier in Southeast Asia, Viet Nam has many opportunities to promote cooperation with international partners in energy sector.

He expressed his willingness to collaborate and support Viet Nam in advancing the public-private partnership (PPP) model, attracting investment, providing green skills training for workers, sharing experiences as well as organizing policy discussions on green growth.

The OECD will release the Viet Nam Economic Report in June 2025, offering numerous pilot recommendations and proposals to support Viet Nam's rapid, sustainable, and inclusive development in the coming period, told the OECD representative.

EuroCham Chairman Bruno Jaspaert held that Viet Nam is having a strategic opportunity to foster sustainable development and innovation, and become a regional leader in this field.

This opportunity will set Viet Nam apart from other investment destinations, he said, suggesting the Government continue to address bottlenecks in management, institution, and green finance access.

Addressing the event, Prime Minister Pham highlighted four key issues that were agreed upon during the dialogue, including:

(1) PPP is the key to realizing sustainable development goals;

(2) Developing countries need to build a comprehensive, and effective ecosystem to promote PPPs for green and digital economic development;

(3) Green growth and sustainable development must go hand in hand with advancements in science, technology, innovation, and digital transformation;

(4) High-quality human resource is the decisive factor for the success of green PPP projects.

Prime Minister Pham called on the business community and business associations to further promote their proactive role by increasing investment in green technologies and digital transformation, adopting global standards, participating in green infrastructure projects through the PPP model.

Pham emphasized the need to implement Environmental, Social, and Governance (ESG) standards, support the innovation ecosystem, and actively contribute to the development of sustainable development policies./.
