During his meeting with UN Secretary-General Guterres, Prime Minister Pham commended the UN chief's leadership and contributions to advancing the UN's global agenda.
Emphasizing the importance of multilateralism and the UN's pivotal role in addressing global challenges, Pham informed that Viet Nam is actively preparing to host the signing ceremony of the UN Convention against Cybercrime in Ha Noi this October. He extended an invitation to Guterres to attend the event.
Guterres thanked Viet Nam for hosting the signing ceremony, describing it as a significant event likely to attract high-level international participation. He praised Viet Nam's contributions on the global stage and expressed admiration for the Southeast Asian country and its people, saying he looked forward to visiting Viet Nam again.

In his meeting with President Orsi, Prime Minister Pham highlighted the positive momentum in the Viet Nam–Uruguay relations, built on a foundation of long-standing friendship and solidarity. He called on the two countries to soon begin negotiations on agreements covering investment promotion and protection, visa exemptions for ordinary passport holders, and cooperation in science, technology, innovation, and digital transformation.
Pham also suggested both sides expand agricultural cooperation, including market access for each other's products, and expressed readiness to promote Viet Nam's investment in Uruguay for local consumption and regional exports.
President Orsi affirmed Uruguay's strong desire to deepen ties with Viet Nam. As Chair of the Community of Latin American and Caribbean States (CELAC) in 2026, Uruguay hopes to foster CELAC–Viet Nam cooperation.
The two leaders agreed to task relevant ministries with organizing the 5th political consultation between their foreign ministries and the 4th meeting of the Joint Committee on Economic, Trade and Investment Cooperation to review bilateral cooperation and identify concrete measures for stronger collaboration.
They also committed to enhancing coordination and mutual support at multilateral forums, including the UN. Prime Minister Pham invited Uruguay to send a delegation to attend the signing ceremony of the United Nations Convention against Cybercrime in Ha Noi this October.
President Orsi thanked Viet Nam for the invitation. He also agreed with Pham's proposal to accelerate negotiations toward concluding the Viet Nam–MERCOSUR Free Trade Agreement in the second half of 2025, which he said would bring tangible benefits to both countries' citizens and businesses.
The two leaders agreed to increase high-level exchanges to strengthen political trust and expand cooperation between the two countries.

At his reception for UAE Minister of State Ahmed Ali Bin Al Sayegh, Prime Minister Pham urged Viet Nam and the UEA to promptly implement agreements reached during his official visit to the UAE in October 2024, during which both sides elevated their ties to comprehensive partnership.
Pham called for early negotiations on a Free Trade Agreement and an Investment Protection Agreement between Viet Nam and Gulf Cooperation Council (GCC).
He suggested the UAE support Viet Nam's plans to develop international financial centers in Ho Chi Minh City and Da Nang
Bin Al Sayegh reaffirmed Viet Nam's importance in the UAE's Asia strategy. He announced that the UAE had appointed a minister responsible for relations with Viet Nam.
He pledged to expedite the signing of a memorandum of understanding on cooperation between the Ho Chi Minh City and Abu Dhabi financial centers./.
