The Vietnamese Government leader congratulated China on the successful organization of the 4th Plenum of the 20th Communist Party of China Central Committee, as well as its efforts to shape the 15th Five-Year Plan with a focus on high-quality growth. He also updated his Chinese counterpart on Viet Nam's recent theoretical and development achievements and preparations for the 14th National Congress of the Communist Party of Viet Nam.

Both leaders welcomed the positive, comprehensive advancements in the Viet Nam–China relationship across all fields in recent times.

Pham expressed appreciation for Premier Li and the Chinese State Council's close and effective coordination in enhancing bilateral cooperation.

He called for stronger collaboration through the Viet Nam–China Railway Joint Cooperation Committee, urging China to prioritize this strategic area.
