Party General Secretary hosts special envoy of top Chinese leader Xi Jinping

Welcoming the special envoy, the General Secretary stressed that the visit holds profound political significance, reflecting the high priority, deep respect and sincere friendship of the Party, State and people of China for their Vietnamese counterparts, as well as the long-standing solidarity and close ties between the two Communist Parties.

He highly appreciated the positive outcomes of his phone talks with General Secretary and President Xi immediately after the 14th National Congress, noting that the exchanges created a favorable starting point for relations between the two Parties and countries in the new term and in Viet Nam's new development phase.

Liu conveyed congratulations from the CPC Central Committee to the CPV Central Committee and handed over a congratulatory letter from General Secretary and President Xi to General Secretary To Lam on his re-election. He expressed confidence that, under the leadership of the CPV Central Committee headed by General Secretary To Lam, Viet Nam will effectively implement the Resolution of the 14th National Party Congress, successfully materialize the two 100-year goals, and achieve even greater development achievements in the new era.

Sharing key outcomes of the 14th National Party Congress, General Secretary To Lam said that its success marked a particularly important milestone shaping Viet Nam's future development. The Congress reviewed the past five years and 40 years of renewal, set goals and tasks for the next five years, and defined strategic vision and long-term development orientations toward the mid-21st century. He reaffirmed that Viet Nam will continue to play an active and responsible role in maintaining peace, stability and development in the region and the world.

The Party leader reiterated that Viet Nam consistently attaches special importance and top priority to its relations with China. He affirmed Viet Nam's readiness to work with General Secretary and President Xi and other Chinese leaders to continue guiding all levels and sectors to consolidate and develop bilateral relations in the new era.

Highlighting that 2026 and the years ahead represent a crucial period of strategic opportunities for both countries, he proposed that the two sides further strengthen political trust, maintain regular high-level strategic exchanges, deepen Party-channel cooperation at both central and local levels, enhance theoretical and practical exchanges, and build sincere, reliable relations between senior leaders.

He also called for improving the effectiveness of mutually beneficial cooperation, with priority given to railway cooperation, particularly the three standard-gauge rail lines linking the two countries, promoting agricultural trade, and strengthening cooperation in science and technology.

The General Secretary stressed the importance of consolidating the social foundation of bilateral relations by fostering people-to-people exchanges, especially among younger generations, while managing and settling differences appropriately on the basis of international law and high-level common perceptions, and jointly maintaining a peaceful and stable environment in the region.

Expressing strong agreement with the Party chief's orientations, Liu affirmed that China consistently prioritizes the development of its friendship with Viet Nam in its neighborhood diplomacy, noting that bilateral relations have entered their most favorable stage under the strategic guidance of the top leaders of the two Parties.

As head of the CPC body responsible for Party's foreign affairs, Liu said the International Department of the CPC Central Committee will closely coordinate with Viet Nam's Ministry of Foreign Affairs to serve as a bridge for promoting Party-to-Party and State-to-State relations, effectively implement high-level common perceptions, and create new momentum for substantive cooperation across fields.

Accordingly, the two sides will continue to enhance frequent and flexible high-level exchanges; improve the effectiveness of Party-channel cooperation mechanisms, theoretical exchanges and personnel training; promote practical cooperation in trade, investment, railways, science and technology, and the digital economy; strengthen multilateral coordination; and deepen people-to-people friendship, thereby consolidating a solid social foundation for China–Viet Nam relations in the new period./.
