Major takeways from National Assembly's 10th session

These documents accounted for 30 percent of all legislation approved throughout the current 15th National Assembly.

During the session, the National Assembly reviewed and decided on personnel matters under its authority; discussed draft documents for submission to the 14th National Party Congress; and decided on major socio-economic issues, the state budget, investment policies for national target programs, national key projects, and approved the revised National Master Plan.

Acknowledging that high-quality human resources are essential for achieving national socio-economic goals in the new era, the National Assembly adopted several laws and resolutions in the field of education, including amendments to the Law on Education, the Law on Higher Education, the Law on Vocational Education, and a resolution on special mechanisms and policies to drive breakthrough development in education and training.

The legislature also approved the Law on Population, the Law on Disease Prevention, and a resolution on breakthrough mechanisms and policies for improving public health—important steps that underscore the State's responsibility to protect and enhance the health of its people.

In the field of science and technology, lawmakers passed the Law on Digital Transformation, the Law on Artificial Intelligence, the Law on High Technology, and amendments to the Law on Technology Transfer, establishing a unified legal framework to guide the development of emerging technologies, and positioning science, technology, innovation, and digital transformation as key drivers of growth in the coming period.

The Law on Specialized Court at the International Financial Center was also approved, creating a comprehensive legal foundation for establishing modern, efficient, and internationally aligned mechanisms to resolve investment and business disputes arising in the center.

The session additionally approved a wide range of laws and resolutions aimed at promptly institutionalizing the Party's new guidelines on judicial reform and on prevention and control of corruption, wastefulness, and negative practices.

Lawmakers also focused on decentralization, delegation of authority, and removing institutional obstacles across land development, investment, planning, construction, environment, energy, socio-economic development, national defense and security, as well as strengthening press management amid rapid digital transformation.
