In his closing remarks, General Secretary To Lam said the plenum adopted documents which will be submitted to the 14th National Party Congress for further discussions, and a list of candidates for election to the 14th Central Committee and the Central Inspection Commission.

The documents will provide clear orientations for breakthrough development in key areas such as institutional building, infrastructure, human resource, digital transformation and green transition, regional connectivity, and self-reliant and sustainable development, added the Party leader.

He also said that the plenum approved a conclusion on the implementation of the socio-economic development plan for 2025, and major orientations for drafting socio-economic development plan for 2026, with a focus on stabilizing macroeconomy, ensuring public debt safety, giving priority to development investment, and guaranteeing social security.

The participants pointed out institutional bottlenecks that the central authorities need to promptly fix, including those in the fields of land, investment, construction, environment and energy.

They also agreed to continue improving the contents of the aforesaid documents, especially those relating to the three strategic breakthroughs (institutions, infrastructure, human resources), further clarifying contents on digital transformation, green transition, regional connectivity, smart urban development, marine economy, cultural economy.

The participants agreed to continue improving the two-tier local administration system, rearranging and streamlining the State apparatus through advancing digitalization of administration process, simplifying procedures, delegating powers and authority./.
