Gov’t identifies six top tasks in aftermath of Yagi typhoon

The Government urged authorities to put in place supportive policies in favor of affected victims, place health and lives of Typhoon Yagi victims first and foremost, focus on treating the injured and bring pupils to schools as soon as possible.

Food, clean water and other essential supplies must be promptly allocated to people flood victims especially those in isolated areas.

Production chains and labor supply must be promptly resumed.

Six groups of key tasks

The Government set six groups of key tasks on (1) protection of lives, (2) safety and health for people, support policies for people, (3) business resumption, (4) preparation for new natural disasters and landslides, (5) simplification of administrative procedures on supportive policies, (6) economic growth and inflation curbing.

Protection of lives, safety and health for people

The Ministry of National Defense, the Ministry of Public Security and local authorities are responsible for evacuating people out of risk areas and transport aid to people.

The Ministry of Health is in charge of working with other relevant ministries, sectors and localities to ensure adequate supply of drugs and medical facilities for injuries and patients; conduct disease prevention, environmental sanitation, water sanitation, ensuring food hygiene and safety specially in localities with flash floods, landslides.

The Ministry of Finance and localities bear the responsibility for properly handling funeral arrangements for the deceased; allocate food aid and chemicals, environmental cleaning, disinfectants from national reserves to support localities.

Especially, evacuation work must be finalized before September 30, 2024.

Supportive policies for people to stabilize lives

The Ministry of Agriculture and Rural Development is tasked to grade the levels of damage and collect local demands then send outcomes to the Ministry of Planning and Investment and Finance before submitting them to the Prime Minister to allocate central budget in 2024 for timely support.

The Ministry of Planning and Investment, the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Agriculture and Rural Development and other ministries, agencies and localities are tasked to mobilize foreign donation for Yagi typhoon victims.

Essential infrastructure (electricity, water and telecom) must be resumed as soon as possible.

The Ministry of Transport, the Ministry of Agriculture and Rural Development and localities are requested to rashly repair damaged schools, hospitals, clinics, irrigation works; restore transport connections and ensure progress of national key transport construction projects.

The Ministry of Education and Training and localities conducts tuition fee reduction for pupils and students affected by the storm in the 2024-2025 academic year.

The Ministry of Public Security is in charge of ensuring social order especially in affected localities.

Business resumption

The Ministry of Finance is in charge of deploying policies on fee and tax exemption and reductions of rent for land with water surface for victims of floods and landslides.

The State Bank of Viet Nam is in charge of instructing credit institutions to consider offering interest rate reductions, debt restructuring and new lending support for borrowers impacted by Typhoon Yagi.

The Ministry of Industry and Trade is in charge of making proposals to quickly repair logistics sites and warehouses in order to prevent supply chain disruptions.

The Ministry of Culture, Sports and Tourism works with localities to allow affected local tourism businesses to reduce 80 percent of their travel service business deposits until June 2025.

The Ministry of Agriculture and Rural Development was urged to relocate flashflood victims to safer places before December 31, 2024 and review irrigation works, reservoirs, and dykes.

Yagi typhoon made landfall in Viet Nam on September 7, wreaked havoc on infrastructure, factories and cost the country about VND50 trillion (US$2 billion).

Viet Nam's economic growth in 2024 may decline by 0.15 percent compared to the previous forecast due to the impact of Typhoon Yagi, Asia's most powerful storm this year./.
