Management areas of five Deputy Prime Ministers

1. Deputy Prime Minister Nguyen Hoa Binh

a) To act as Permanent Deputy Prime Minister

b) To oversee and direct the following areas:

- Planning and investment, macroeconomic affairs

- Development of enterprises, cooperative economy, cooperatives.

- Crime prevention and combat

- Smuggling and trade fraud prevention and combat

- Anti-corruption, inspection, and settlement of complaints and denunciations

- Ethnic and religious affairs and regular issues related to emulation and commendation, administrative reform, digital transformation

- Special amnesty

- Judicial reform, coordination between the Government and the Supreme People's Court and the Supreme People's Procuracy.

- To approve investment policies for investment projects in assigned management areas

c) To oversee and direct the Ministry of Planning and Investment, the Ministry of Home Affairs, the Government Inspectorate, the Committee for Ethnic Minority Affairs, the Government Office.

d) Head of the National Steering Committee for Crime Prevention and Combat, Head of the National Steering Committee for Combating Smuggling, Trade Fraud and Counterfeit Goods, Head of the Central Steering Committee for three National Target Programs on new-style rural development, sustainable poverty reduction for 2021-2025 period, and socio-economic development in ethnic and mountainous areas, Head of the Steering Committee for Development and Reform of Collective Economy and Cooperatives, Chairman of Councils for Appraisal of Sectoral Planning Schemes under assigned management areas.

e) To perform other tasks in the abscence of the Prime Minister and authorized by the Prime Minister.

2. Deputy Prime Minister Tran Hong Ha

a) To oversee and direct the following areas:

- Transport, traffic order and safety

- Construction

- Natural resources and environment, climate change adaption

- Agriculture and rural development, new rural areas; flood and storm prevention and control, search and rescue

- National planning scheme, regional planning schemes, and provincial planning schemes

- Key national projects/works and essential construction investment projects

- Economic zones, industrial zones, export processing zones

- General mechanisms and policies on bidding

- To approve investment policies for investment projects in assigned management areas

b) Oversees and directs the Ministry of Transport, Ministry of Construction, Ministry of National Resources and Environment, Ministry of Agriculture and Rural Development, Viet Nam Academy of Social Sciences, Ha Noi National University, Ho Chi Minh City National University.

c) Chairman of National Planning Council; Chairman of National Council on Water Resources; Chairman of Viet Nam-Russia Inter-governmental Sub-committee; Chairman of National Traffic Safety Committee; Chairman of National Civil Aviation Security Committee; Chairman of Viet Nam Mekong Commission; Head of the Central Steering Committee for housing and real estate market; Head of National Steering Committee for green growth; Head of Central Steering Committee for Natural Disaster Prevention and Control; Chairman of Councils, National Committees in assigned management areas.

3. Deputy Prime Minister Le Thanh Long

a) To oversee and direct the following areas:

- Institutional building, building of law-governed socialist State

- International dispute settlement

- Education and vocational training

- Labor, employment and social affairs

- Culture, sports and tourism

- Healthcare, population, family and children affairs

- To approve investment policies for investment projects in assigned management areas

b) To oversee and direct the Ministry of Justice, the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Health, the Ministry of Culture, Sports and Tourism

c) Chairman of National Council for Education and Human Resource Development, Chairman of Central Council for Defense-Security Education; Chairman of National Council for Sustainable Development and Competitiveness Improvement, Head of State Steering Committee for Tourism, Head of Central Inter-disciplinary Steering Committee on Food Safety; Chairman of National Committee for AIDS, Drug and Prostitution Prevention and Control, Chairman of Councils for Appraisal of Sectoral Planning Schemes under assigned management areas.

4. Deputy Prime Minister Ho Duc Phoc

a) To oversee and direct the following areas:

- Finance, pricing, monetary-banking, capital market, stock market, financial investment sources, State reserves

- State budget expenditures and use of State budget reserves, financial reserve fund, foreign exchange reserve fund, and other funds of the State; issuance of Government debentures and bonds

- Salary and social insurance policies

- Rearrangement and innovation of State enterprises

- General mechanisms and policies on public asset management

- Information and communications

b) cum Minister of Finance

c) To oversee and direct the Ministry of Information and Communications, the State Bank of Viet Nam, the Commission for Management of State Capital at Enterprises, the Viet Nam Social Insurance, the National Financial Supervisory Commission, the Viet Nam Development Bank, and the Deposit Insurance of Viet Nam.

d) Chairman of the National Advisory Council for Financial and Monetary Policies, Chairman of the National Steering Committee for ASEAN Single Window, National Single Window and Trade Facilitation; Head of the Central Steering Committee for Salary and Social Insurance Policies Reform, Head of the Steering Committee for Development and Renewal of Enterprises, Head of the Steering Committee for Settlement of Shortcomings and Weaknesses of Several Inefficient Projects and Enterprises of the Industry and Trade Sector, Chairman of other national councils and committees and head of other steering committees in relevant fields.

5. Deputy Prime Minister Bui Thanh Son

a) To oversee and direct the following areas:

- Foreign affairs and diplomacy

- Official development assistance and concessional loans

- Foreign non-governmental aid, foreign non-governmental organizations

- International integration; negotiations and implementation of bilateral and multilateral commitments

- Foreign direct investment, outbound investment

- Viet Nam's relations with regional and international organizations

- Border affairs, East Sea-island affairs

- Overseas Vietnamese affairs

- Human rights affairs

- Industry, trade, exports and imports; oil and gas reserve and supply; logistics service.

- Energy and energy savings

- Science and technology

- To approve investment policies for investment projects in assigned management areas

c) To oversee and direct the Ministry of Foreign Affairs, the Ministry of Industry and Trade, the Ministry of Science and Technology and the Viet Nam Academy for Science and Technology

d) Chairman of Viet Nam-China Steering Committee for Bilateral Cooperation; in charge of Viet Nam-Laos Inter-governmental Committee; Head of State Steering Committee for Land Border Demarcation and Marker Planting; Head of Steering Committee for Human Rights; Head of the State Steering Committee for key national programs, works, projects in energy sector; Chairman of Councils for appraisal of sectoral planning schemes in assigned management areas./.
