
The program aims to achieve a dual objective of strengthening the protection of children while also supporting and promoting their healthy and positive development and enhancing their digital competencies in the context of national digital transformation, thereby contributing to the formation of a new generation of digital citizens in Viet Nam.
Key pillars of the program include:
(1) A reinforced legal framework on cybersecurity and child protection;
(2) A unified communication and education strategy implemented consistently at a national scale;
(3) Widely accessible cybersecurity solutions to support the management of children's online activities and protect them in the digital environment, along with digital skills education, counseling, and smart support solutions for children;
(4) Regularly enhanced, modernized, and effectively coordinated inter-agency forces;
(5) Children's capacity for "proactive immunity," built on educational outcomes in knowledge and skills for online safety.
During the 2026–2030 period, Viet Nam sets the goal that all of general education institutions will deploy cybersecurity solutions and all of Internet access service providers in Viet Nam will integrate solutions that block harmful content on network transmission lines.
Meanwhile, all localities nationwide will develop and implement technological solutions to support digital skills education, as well as provide smart counseling and assistance for children.
Moreover, all of children who are victims of online abuse will receive support and intervention when requested by the children themselves or by their families and the community./.
