The program aims to focus on addressing institutional and policy bottlenecks to manage risks associated with enterprises' investment and business activities in foreign markets.

It targets to ensure open access to market resources, including investment, finance, infrastructure, technology, information, and human resources, and streamline administrative procedures.

Private sector to go beyond domestic borders

Viet Nam's private sector is expected to expand its presence abroad towards a comprehensive, effective, and sustainable manner, both in scale and quality, via international investment and business activities, as well as deeper integration into regional and global supply chains and value chains.

By 2030, at least 10,000 enterprises will receive training on global investment and business activities while 1,000 enterprises will be provided with consulting support and develop plans to expand into international markets.

At least 100 enterprises will receive in-depth and comprehensive support to invest abroad, of which 30 percent will invest via mergers and acquisitions (M&A) activities.

Besides, at least 100 enterprises will be provided with support across research, design, production, distribution, and international brand building to participate in regional and global value chains.

Meanwhile, at least 20 large enterprises in key and strategic industries will join regional and global supply and value chains.

At least 100 enterprises will be assisted to operate effectively on Vietnamese and international cross-border e-commerce platforms, with at least 10 enterprises achieving online export revenues exceeding US$10 million./.
