He spoke highly of the relations between Viet Nam and Singapore over the past more than 50 years, especially since the two countries elevated ties to a Comprehensive Strategic Partnership in 2025. Notably, both sides have maintained regular high-level exchanges. Singapore remains the second largest foreign investor in Viet Nam, with 4,400 projects capitalized at US$90 billion.

Given the complex global landscape, General Secretary To underscored the need for both countries to strengthen ASEAN cooperation, focus on consolidating political trust though high-level contacts, effectivey implement the Action Plan for 2025-2030, promptly launch the Party-to-Party dialogue mechanism.
The two countries need to reinforce ecoomic cooperation, with a focus on high-tech, renewable energy, industrial infrastructure development, and carbon credit sectors while accelerating cooperation in defense and security and transnational crime combat, To said.
The two sides should expand cultural and tourism exchanges, consolidate the central role of ASEAN, cordinate closely in 2027 when Singapore assumes the role as ASEAN Chair and Viet Nam hosts APEC, and promote effective and substantive negotiations on a Code of Conduct in the East Sea.
Wong highly valued To's proposals, reassuring that Singapore treasures the relations with Viet Nam and stands ready to realize mutually-agreed cooperation contents, expressing his wish to further strengthen high-level exchanges, cooperation in defense, security and other fields for peace, stability and development in the region.
He said his country plans to increase the number of Viet Nam-Singapore Industrial Parks (VSIPs) in Viet Nam to 30 in 2026 to mark 30 years of this successful economic cooperation.
