Prime Minister receives top Chinese legislator in Ha Noi

The Prime Minister thanked Zhao for leading a high-ranking Chinese delegation to attend Viet Nam's 80th National Day celebration and for sending a military contingent to join the military parade. He said this gesture reflects the Chinese Party and State's special sentiments and strong support for Vietnam and its revolutionary cause.

Pham said that Viet Nam always values the assistance of the Chinese Party, State, and people during its struggle for national liberation and in its current path of socialist construction.

For his part, Chairman Zhao congratulated Viet Nam on the successful organization of the 80th anniversary of the August Revolution (August 19) and National Day (September 2).

He said he was deeply impressed by Party General Secretary To Lam's keynote speech.

China, said the guest leader consistently regards relations with Viet Nam as a priority in its foreign diplomacy.

Zhao also lauded Viet Nam's socio-economic achievements and expressed support for the implementation of the 13th National Party Congress Resolution and preparations for the upcoming congress.

Both sides noted the steady progress of bilateral relations in recent years, with strengthened political trust, frequent high-level exchanges, increasingly comprehensive cooperation mechanisms, robust practical collaboration, and a solid foundation of friendship. They highlighted that cooperation between the Vietnamese National Assembly (NA) and the Chinese NPC has become an important pillar of the overall relationship.

Pham expressed his hope that Zhao and the NPC will work closely with the Vietnamese NA to build an open legal and policy framework facilitating substantive cooperation. He also called for stronger supervisory roles to ensure ministries, sectors, and localities effectively implement signed agreements, thereby delivering concrete benefits to both peoples.

He proposed maintaining regular exchanges, enhancing the efficiency of intergovernmental working groups, and boosting collaboration in key areas such as foreign affairs, defense, and public security. He further urged the NPC to support priority cooperation in railways, including preferential loans, human resources training, and technology transfer, with a view to launching construction of the Lao Cai – Ha Noi – Hai Phong railway in 2025.

The Prime Minister also encouraged China to expand import of Vietnamese goods, support higher electricity exports to Viet Nam, accelerate the development of smart border gates and a pilot cross-border economic cooperation zone, promote high-quality investment and financial cooperation, and make science, technology, and education new highlights of bilateral ties.

Zhao affirmed that China stands ready to deepen substantive cooperation, open its market wider to Vietnamese products, and strengthen connectivity, particularly in infrastructure and transport. He agreed to accelerate preparations for cross-border railways, co-chair the first meeting of the Joint Committee on Bilateral Railway Cooperation, and encourage Chinese businesses to increase high-quality investment in Viet Nam.

The two sides also agreed to continue implementing high-level agreements, manage and resolve differences effectively, enhance mutual understanding, and jointly safeguard a peaceful and stable environment conducive to the development of both nations./.
