Prime Minister Pham Minh Chinh starts four-day official visit to Russia

VGP – Prime Minister Pham Minh Chinh leaves Ha Noi on Sunday for a four-day official visit to Russia at the invitation of his Russian counterpart Mikhail Mishustin.

Pham is accompanied by Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Bui Thanh Son, Minister-Chairman of the Government Office Tran Van Son, Minister of Science and Technology Nguyen Manh Hung, Vietnamese Ambassador to Russia Dang Minh Khoi, Vice Chairman of the Central Policy and Strategy Commission Nguyen The Manh, Deputy Minister of Foreign Affairs Pham Thi Thu Hang, Deputy Minister of Industry and Trade Nguyen Hoang Long, Deputy Minister of Finance Cao Anh Tuan, Deputy Minister of Construction Nguyen Xuan Sang, Deputy Minister of Agriculture and Environment Vo Van Hung, Deputy Minister of Education and Training Le Quan, Vice Chairman of the Government Office Nguyen Van Thang, Deputy Governor of the State Bank of Viet Nam Nguyen Ngoc Canh, Deputy Inspector of the Government Inspectorate Nguyen Van Cuong, Deputy Chief of General Staff of the Viet Nam People’s Army Pham Truong Son.

This is the first visit to Russia by a key Vietnamese leader in 2026, with an aim to further enhance and consolidate the relations with Russia.

During this visit, the two sides will sign important agreements to further boost cooperation in such areas like nuclear power, oil and gas cooperation, Vietnamese Ambassador Dang Minh Khoi told reporters ahead of the visit.

The Ambassador noted that Viet Nam considers Russia a strategic partner in ensuring energy security for the country. Cooperation in oil and gas energy will be reinforced in all fields of trade, exploration, extraction, and human resource training.

Another key cooperation areas include infrastructure development, science and technology, education and training, as well as culture and art as Russia has extensive experience in infrastructure development, particularly in metro and subway systems, shared the diplomat.

The Ambassador expressed his delight at the close cooperation between educational institutions of both sides. In 2025, more than 3,500 Vietnamese candidates applied for 1,000 scholarships, showing growing interest in Russsian education system.

Last year, 690,000 Russian visitors travelled to Viet Nam, almost doubling that in 2024. In the first two months of this year, the figure exceeded 240,000.

Dang expressed his hope that the Government leader's upcoming visit to Russia will significantly promote bilateral cooperation across multiple areas and address both long-term strategic issues and urgent current challenges, such as energy security./.
