Prime Minister meets top Chinese leader Xi Jinping

Pham warmly welcomed Xi's state visit to Viet Nam, which takes place on the occasion of the 75th founding anniversary of the Viet Nam-China diplomatic relations.
He noted that Xi is the first leader of the Chinese Party and State to visit Viet Nam four times in his capacity as General Secretary and President, expressing his belief that this visit would mark a historic milestone, contributing to shaping strategic orientations and providing strong momentum to further promote the relationship between the two Parties and the two countries.
Viet Nam consistently considers advancing the relations with China as an objective requirement, a strategic choice, and a top priority, he said, adding that the nation is determined to speeding up the development of a Viet Nam–China community with a shared future that carries strategic significance.
Pham suggested the two sides build a trustworthy political relationship to lead the bilateral ties, maintain exchanges between the top leaders of the two Parties and the two countries.
He also called for promoting defense and security cooperation to truly become a pillar of bilateral relations, as well as fostering collaboration and mutual support within multilateral frameworks.
The Prime Minister called on both sides to enhance the quality and effectiveness of practical cooperation across various fields, with top priority given to railway collaboration—particularly in terms of credit, technology transfer, and human resource training.
He urged for the early signing of an official development assistance (ODA) loan agreement to enable the commencement of the Lao Cai–Ha Noi–Hai Phong railway project in 2025, followed by the Dong Dang–Ha Noi and Mong Cai–Ha Long–Hai Phong lines.
Pham emphasized the need to boost balanced and sustainable trade, facilitate the export of Vietnamese agricultural products and other goods to China, and strengthen cooperation in developing new production forces, especially in science and technology, innovation, and digital transformation.
Both countries should join hands in carrying out large-scale and symbolic projects, boost cooperation in environmental and natural resources and financial-monetary matters; deepen cultural, educational, tourism, and aviation exchanges; and promote coordination and exchange within multilateral frameworks, suggested Pham.
The Prime Minister also proposed that both sides continue to build a borderline of peace, friendship, cooperation, and development, maintain peace and stability at sea, and create a favorable environment for each country's development.
He underlined the importance of adhering to high-level common perceptions, effectively managing and appropriately addressing differences in the spirit of friendship and mutual respect, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Xi, for his part, expressed his great pleasure in choosing Viet Nam as the first destination for his first overseas visit in 2025.
He stated that the visit fully reflects the high regard that the Chinese Party and Government place on the China–Viet Nam relations, and deep friendship between the peoples of the two countries.
The Chinese Party and Government remain steadfast to its friendship policy with Viet Nam, always considering Viet Nam as a priority in its neighborhood diplomacy, told the Chinese leader.
He reiterated China's firm support for Viet Nam's socialism path, tailored to its specific circumstances, stating that China stands ready to work with Viet Nam to build a community with a shared future, guided by the six major orientations, contributing to the advancement of humanity.
Xi expressed his delight at the positive outcomes achieved during his summit meeting with General Secretary To Lam, adding that the two sides signed more than 40 cooperation documents, covering substantial and comprehensive content, yielding many concrete results from the visit.
He hailed Prime Minister Pham's significant contributions to promoting cooperation across various fields between the two countries.
The guest welcomed and spoke highly of the Vietnamese Prime Minister's proposals to strengthen ties between the two Parties and the two countries.
He expressed his hope that both sides would make full use of existing exchange mechanisms, especially the Steering Committee for bilateral cooperation; and enhance collaboration in party, government, and parliament channels, as well as among key ministries.
Xi proposed seizing development opportunities in science and technology, leveraging the geographic proximity between the two countries to tap into economic cooperation potential, and actively boosting railway cooperation mechanism between the two nations.
China is willing to expand the import of Vietnamese agricultural products and supports Chinese enterprises in increasing high-quality investment in Viet Nam, said the Chinese leader.
He proposed that both sides organize activities under the framework of the Year of China-Viet Nam Humanistic Exchange 2025, and foster stronger ties in tourism, education and healthcare to bring tangible benefits to the people of both countries.
Xi also called on relevant ministries and agencies from both sides to actively implement cooperative projects, manage differences appropriately in line with high-level common perceptions, promote maritime cooperation, and jointly maintain peace and stability in the region and the world./.
