Pham reiterated that Viet Nam always considers the development of friendly relations with China as an objective requirement, a strategic choice, and a top priority in its overall foreign policy.

The Party and Government of Viet Nam attach great importance to, support, and create favorable conditions for Vietnamese ministries, sectors, and localities to strengthen friendly exchanges and mutually beneficial cooperation with their Chinese counterparts, including the city of Shanghai, noted the Prime Minister.

He urged Shanghai to further enhance exchanges and delegation visits at all levels with Vietnamese localities, especially deepening friendly and mutually beneficial cooperation with Ho Chi Minh City.

Pham suggested Shanghai enhance substantive collaboration with Viet Nam in key areas such as economy, trade, investment, and strategic development connectivity, particularly in fields where Shanghai has strengths and Viet Nam has demand, including transportation infrastructure development, smart and green urban planning, and innovation.

The Prime Minister called on Shanghai to share experiences on several key issues in all spheres of the development of the state-owned economy, the establishment of international financial centers, free trade zones, as well as lessons in urban development and management—remarkably in addressing two major challenges faced by large cities such as environmental pollution and traffic congestion.

The Prime Minister expressed his hope that Shanghai would further open its market to Viet Nam's key export products and facilitate Vietnamese businesses' participation in international trade and tourism promotion events organized in the city.

He also called for stronger cooperation in tourism, culture, sports, and personnel training, including increasing the number of scholarships for Vietnamese students to study at Shanghai's high-quality universities.

The Prime Minister affirmed that Viet Nam welcomes and stands ready to create favorable conditions for Shanghai-based enterprises to expand their investments in the Southeast Asian country.

Jining, for his part, said that Shanghai is willing to work closely with the Vietnamese ministries, agencies and localities to effectively implement the common perceptions reached by General Secretary To Lam and Chinese Secretary General and President Xi Jinping.

Shanghai is ready to step up collaboration with Viet Nam in culture, education, and tourism, thereby contributing to the development of China–Viet Nam comprehensive strategic cooperative partnership.

He shared insights on Shanghai's perspectives, successful experiences, and prominent policies in modern urban management, environmental issue resolution, development of an international financial center, and free trade zones, affirming Shanghai's readiness to continue sharing its experiences and supporting Viet Nam in these areas./.
