Prime Minister calls for evaluating AI impacts on sectors, industries
VGP – Prime Minister Pham Minh Chinh has assigned the Ministry of Education and Training in collaboration with the Ministry of Home Affairs and the Ministry of Science and Technology to draft a Report on impacts of artificial intelligence (AI) on sectors and industries.
The Report, which must be submitted to the Prime Minister in the first quarter of 2026, shall provide the basis for designing strategies to retrain and upgrade skills for the workforce in the sectors and industries most affected by AI.
In a bid to boost digitalization and restructuring of industries, the Prime Minister called for promptly formulating "digital industrial complexes", and "super data centers" and promoting the development of "high-tech agriculture – digital farmers – and smart rural areas".
At the same time, Pham also underscored the need for effective implementation of the Program "Vietnamese people prioritize using Vietnamese goods".
In service and trade sectors, the Government chief stressed the need to build smart and modern digital ecosystems; stimulate consumption on digital environment and advance e-commerce development; and promote non-cash payment.
On environment, the Prime Minister called for bolstering dual transformation (green and digital transformation); promoting the application of digital technologies to better adapt to climate change.
For digital society, the Prime Minister urged inferior levels to accelerate digital transformation in such basic services such as healthcare, education, and employment.
A digital social security net needs to be built to increase transparancy and effectiveness on the basis of leaving no one behind, said the Prime Minister.
He tasked the Ministry of Science and Technology and relevant ministries and agencies to promptly formulate legal documents guiding the implementation of the laws related to science and technology, innnovation and digital transformation approved by the National Assembly.
The Ministry of Science and Technology shall have to focus on improving a legal framework for public-private partnership in the field of technology, and devising sandboxes for new business models.
The Ministry of Science and Technology shall design and submit to the Prime Minister for considering and issuing a Program for digital economy and digital society development for 2026-2030 period.
The Ministry of Public Security shall take prime responsibility and coordinate with relevant agencies to formulate and submit to the Government for considering and approving a National Digital Economy Framework in January 2026.
The Framework needs to cover important contents such as data sharing between public and private sectors, data pricing, commercialization of data, data use and governance.
The Prime Minister called for taking comprehensive measures to mobilize resources for the development of digital economy and digital society based on the principle: Public capital leads and stimulates private and foreign-funded investments in digitalization process.
The Prime Minister also called for accelerating the expansion of 5G coverage nationwide and the development of Viet Nam's cloud computing platforms to ensure capacity to handle big data and AI.
He asigned the Ministry of Public Security to take measures to reduce negative impacts of cyberspace on vulnerable groups, including children, the elderly, disabled and ethnic people, and residents in remote and island areas.
The Ministry of Industry and Trade shall expedite negotiations and complete procedures for Viet Nam to officially become a member of the Digital Economy Partnership Agreement (DEPA)./.
