The Prime Minister extended condolences to the families of the deceased and missing, and expressed sympathy with affected communities. He instructed local authorities, particularly in Thanh Hoa, Nghe An, and Ha Tinh, to mobilize all available forces to reach isolated areas, search for missing persons, and provide urgent relief. Temporary shelters, food, water, and essential supplies must be secured for displaced households, while damaged schools and health facilities should be repaired before August 30.

Pham also emphasized the need to clear blocked and landslide-affected roads to restore traffic and facilitate relief operations. Agricultural recovery should focus on timely drainage and flood prevention to safeguard rice fields, crops, and high-value plants.

Local authorities are required to submit detailed reports to the Government by August 28, outlining the current situation, measures taken, challenges, lessons learned, and proposed solutions.

The Prime Minister tasked the Ministry of National Defense and the Ministry of Public Security to keep troops and helicopters ready for rescue and relief operations. The Ministry of Education and Training was urged to ensure schools reopen on schedule. The Ministry of Health was tasked to maintain medical services, provide essential medicines, and prevent post-flood epidemics. The Ministry of Industry and Trade was assigned to restore electricity by the end of August, secure supplies of essential goods, and prevent hoarding or price hikes. The Ministry of Science and Technology was urged to reestablish telecommunications networks. The Ministry of Construction was tasked to repair transport infrastructure.

Major state-owned enterprises, including Viet Nam Electricity, VNPT, and Viettel, were directed to immediately deploy resources to restore power and communications.

Deputy Prime Minister Tran Hong Ha was assigned to coordinate nationwide recovery efforts, while the Government Office will oversee implementation and address arising obstacles./.
