The inauguration marks the successful celebration of the 14th National Party Congress and the 96th anniversary of the founding of the Communist Party of Viet Nam (February 3, 1930 – February 3, 2026).
Addressing the event, State President Luong Cuong said that the inauguration holds special significance, not only marking the completion and commissioning of an important project, but also demonstrating the close connection between the historical tradition of the Vietnamese revolution and the requirements of building a modern, strong socialist rule-of-law State of Viet Nam — a State of the people, by the people, and for the people — in the new era of national development.
The Head of State emphasized that Bac Bo Phu Palace (Tonkin Palace) and the surrounding complex constitute a sacred historical space of the nation, where President Ho Chi Minh and the Provisional Government worked in the early days of the Democratic Republic of Viet Nam. The site has become a noble symbol of the revolutionary government, of an independent, self-reliant and legitimate State, as well as the aspiration for freedom and peace and the indomitable will of the Vietnamese nation.
On this occasion, President Luong Cuong expressed his gratitude for the close and dedicated leadership and direction of Party and State leaders, led by General Secretary To Lam, as well as the support and cooperation of central ministries, agencies, and Ha Noi City. He highly appreciated and commended the Office of the Party Central Committee, the Office of the President, and the sense of responsibility, determination, and dedication shown by contractors, officials, engineers, workers, and laborers throughout the project's implementation.
To ensure effective management and use of the project, the President requested the Presidential Office, as the receiving and managing unit, to take the lead in coordinating with the Office of the Party Central Committee, Ha Noi City, and contractors to manage, operate, and utilize the facility effectively, safely, and sustainably.
After 12 months of continuous construction, the project was completed on schedule, meeting requirements for quality, aesthetics, security, safety, and environmental sanitation.
Earlier, a ceremony was held in Ha Noi on August 19 to hand over the Bac Bo Phu (Government Guest House) building following its renovation and upgrading under the project to modernize the Presidential Office headquarters. The event marked the 80th anniversary of the August Revolution and National Day (1945–2025). The handover ceremony not only marked the restoration of a historic landmark but also opened a new chapter for this iconic site.
Bac Bo Phu (Tonkin Palace) was taken over by Vietnamese forces on October 9, 1954, and was used as the Government Guest House. It was formerly the Residence of the Governor of Tonkin, built between 1918 and 1919./.
