With the total length of 98 km and investment of VND 66.5 trillion (US $3.2 billion), the new ring road will run through 14 districts, starting from Nội Bài-Lào Cai Highway in Hà Nội and finishing at the Nội Bài-Hạ Long Highway in Bắc Ninh province.

The ring road will specifically cover 1,230 hectares, including 740 hectares in Hà Nội, 230 hectares in Hưng Yên province and 260 hectares in Bắc Ninh province, linking the city center with satellite urban areas and suburban industrial zones.

Under the planning, 12 transport hubs, overpasses, and six-lane highways will be built.

The construction is funded by the state budget and official development assistance and built under the form of Build-Transfers (BT), BOT (Build-Operate-Transfers).

The portions connecting National Highway 1B with Hà Nội-Hải Phòng Highway via Mễ Sở Bridge will be completed before 2017.

The three other lines will be finalized before 2018, including National Highway 32 to National Highway 6; the National Highway 6 to the National Highway 1B, the Hà Nội-Lào Cai Highway to the National Highway 32.

The Hà Nội-Hải Phòng Highway to the National Highway 1A will be open to traffic before 2020.

The new ring road No. 4 will function as a highway in order to ease traffic flow from national highways 1, 2, 3, 5, 6, 32 and the Thăng Long Boulevard./.
