Prime Minister Nguyễn Tấn Dũng

a) Comprehensively leads and manages all activities mandated by the functions, obligations and rights of the Government.

b) Directly instructs and regulates the following areas:

- National and regional scale socio-economic development strategies and plans (including land planning and use).

- Climate change response strategy.

- National financial, credit, monetary strategies and policies.

- Annual budget spending (including Government bonds); the use of the State Foreign Reserve Fund; the issuance of public bonds and Government bonds;  and annual money provision plans.

 - National defense and security.

- The Government’s external affairs; border affairs and issues relating to the East Sea and islands.

- Administrative reform; institution development; apparatus organization and personnel work; State boundaries; general issues of ethnic minorities, religion, emulation and award. sudden

- Newly-emerging and important tasks and breakthrough solutions in all areas.

- Coordination and ties between the Government and organs of the Party, the National Assembly, the State President, the Việt Nam Fatherland Front and socio-political organizations.

c) Monitors and directs: The Ministry of National Defense, the Ministry of Public Security, the Ministry of Foreign Affairs; the Việt Nam News Agency; the Việt Nam Television; and Radio the Voice of Việt Nam;

d) Functions as the Head of the Central Steering Committee for Corruption Prevention and Combat, the Chairman of the Central Council for Emulation and Awards, the Head of the National Education Council and other councils, national committees and steering committees of national importance.

2. Deputy Prime Minister Nguyễn Xuân Phúc:

Deputy Prime Minister Nguyễn Xuân Phúc

a) Assists the Prime Minister in corruption prevention and acts as the Permanent Deputy Head of the Central Steering Committee for Corruption Prevention and Combat.

b) Acts as the Deputy Secretary of the Government Party Organization. Assists the Prime Minister in directing and dealing with personnel organization work within  the Government and the Government Party Organization.

c) Assists the Prime Minister in directly monitoring and instructing internal affairs, including:

- Inspection and settlement of complaints and denunciations.

- Transport safety.

- Prevention and control of crimes and social evils, and HIV/AIDS.

- Amnesty work.

- Justice reform.

- Handling regular issues regarding ethnic work, religion, emulation and award.

- Coordinating works between the Government Party Organization and the CPV Central Committee’s Secretariat; and between the Government and People’s Supreme Court and People’s Procuracy.

d) Assists the Prime Minister to monitor and direct: The Office of the Central Steering Committee for Corruption Prevention and Combat; the Ministry of Home Affairs; the Ministry of Justice; the Government Inspectorate; the Committee for Ethnic Minorities; the Committee for President Hồ Chí Minh Mausoleum, the Office of the Government Party Organization.

đ) Acts as the Head of the Steering Committee for the Northwestern Region, the Head of Việt Nam-Laos Cooperation Subcommittee to the Việt Nam-Laos Inter-governmental Committee; the Head of the National Transport Safety, and others.

3. Deputy Prime Minister Hoàng Trung Hải:

Deputy Prime Minister Hoàng Trung Hải

a) Assists the Prime Minister in directly monitoring and directing issues relating to sectoral economy and production development, including: agriculture-forestry-aquaculture, trade-import-export, construction, transport, natural resources and the environment.

- Energy security and energy savings.

- National key investment projects and other grade A projects financed by the State budget.

- Industrial and economic parks, and processing zones.

- Development of models of businesses, joint-ventures, and collective farms.

- Foreign Direct Investment (FDI) and official development assistance (ODA).

- Prevention and control of flood and storms, and rescue work.

b) Assists the Prime Minister in monitoring and directing: The Ministry of Industry and Trade; the Ministry of Construction, the Ministry of Transport; the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment.

c) Acts as the Head of the National Council for Water Resources, the State Steering Committee for key petroleum-related projects, the Steering Committee for organization and coordination of key economic regions development, the National Target Program on climate change adaption, the Central Steering Committee on housing policies and real estate market, and others.

d) Other tasks assigned and entrusted by the Prime Minister

4. Deputy Prime Minister Nguyễn Thiện Nhân:

- Education and training (including vocational training).

- Science and technology.

- Labor, employment, and social issues.

- Information and communication.

- Culture, tourism, physical training and sports.

- Medical care, healthcare, population and children

 b) Assists the Prime Minister in monitoring and directing: the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Health, the Ministry of Culture, Sports and Tourism, the Hồ Chí Minh Politics-Administration Institute, the Việt Nam Science and Technology Academy, the Vietnamese Academy of Social Sciences, the Việt Nam National University (located in Hà Nội and Hồ Chí Minh City.

c) Acts as the Head of the Central Council for National Defense-Security Education, the State Steering Committee for tourism, National Steering Committee for information and communication technology; Chairman of the National Council for sustainable development, Chairman of other related councils and committees.

d) Other tasks assigned and entrusted by the Prime Minister

5. Deputy Prime Minister Vũ Văn Ninh:

a) Assists the Prime Minister in monitoring and directing the following areas:

- General economic sector, including: plans, finance, price, monetary-banking, securities market, financial investment sources, forecast and policies regarding macro-economic management.

- Arrangement and reform of the State-owned enterprises.

- Negotiations and enforcement of multilateral and bilateral economic agreements.

- Salary and social insurance policies.

- Policies relating to rural development, poverty reduction, and building of new rural areas.

b) Assists the Prime Minister in monitoring and directing: the Office of Government, the Ministry of Planning and Investment, the Ministry of Finance, the State Bank of Việt Nam,  the National Financial Supervision Commission, the Social Insurance of Việt Nam, the Việt Nam Development Bank, the Việt Nam Bank for Social Policies, and the State Capital Investment Corporation.

c) Acts as the Head of the Financial-monetary Advisory Council, Steering Committee for State salary research and reform, Central Steering Committee for the National Target Program on new rural areas building, Steering Committee for restructuring the Vinashin Group, and others.

d) Other tasks assigned and entrusted by the Prime Minister.
