Plan on implementation of ASEAN Declaration on Role of Civil Service ratified
VGP – The PM has approved a plan on the implementation of the ASEAN Declaration on the Role of the Civil Service as a Catalyst for Achieving the ASEAN Community Vision 2025.
By 2019, ministries, agencies and localities will establish and issue an action plan to launch the plan.
From 2019 to 2020, 100% of public servants will be trained and equipped full knowledge on the ASEAN Community and 80% of public servants will be equipped with administrative skills and State management to meet standards and values of the civil service among ASEAN nations.
The plan heads to boost cooperation in development and experience sharing on crucial areas and focus on training to improve the capacity of public servants and officials to narrow development gap and encourage cooperation among ASEAN nations.
The plan also concentrates on enhancing communication works to increase awareness of goals of the ASEAN Community Vision 2025 for public servants and officials from central to local levels.
Heads of States/Governments of ASEAN Member States signed the “ASEAN Declaration on the Role of Civil Service as A Catalyst for Achieving AC Vision 2025″ on the occasion of the 30th ASEAN Summit in Manila in April 2017.
Initiatives towards the highest standards of professionalism, efficiency, effectiveness, participatory approach, responsiveness, transparency and accountability of civil service would also contribute to the attainment of the ASEAN Community Vision 2025 and the Sustainable Development Goals by ASEAN Member States.
The declaration tasked the civil service institutes of ASEAN Member States through the ASEAN Cooperation on Civil Service Matters (ACCSM) to develop mechanisms that ensure adoption of good governance principles towards building government institutions that are resilient.
